ive noticed that it makes the screen alittle brighter.
idk if thats what it is supposed to do directly, but thats all i can tell ya

More to the point, does it reduce or increase lagg in fleet battle?

You wont notice a big difference if your color depth is above 16bit.
If you switch it to 16bit and uncheck dithering, you will get very low quality image. Gradient edges will be visible, color wont blend smoothly and stuff.
Check the pic below or lower your color depth and turn dithering off. (you get the results instantly)

Dithering is the practice of adding noise to a digital signal to give a better subjective result.
In this case, if you use a low number of bits for your colour (16-bit colour for example), you get readily visible colour contours in the image. These contours are a distortion of what we want to see (a smooth blending between the colours). There are two ways of getting rid of them. You can increase the colour depth until they aren't visible. But operating in, say 32-bit colour is much more computationally expensive. The other option is to do something to break up the contour - this is where dithering comes in. By adding a certain amount of noise to the image, you break up the contour. Of course, technically the image is now slightly noisy and blurred, but in practice it results in an image that is overall much more pleasant to view.

Well, assuming you've got client-side lag (and not server or connection lag), activating dither will increase lag slightly, as it adds the noise-adding operation into every frame. So your best bet would be to go for the lowest colour-depth and no dithering and put up with the ugliness. Of course, 16-bit+dithering would be a good compromise between speed and prettiness.

Turn it all off. Nasty horrible graphics. I'd have wireframes if I thought It could help me run more accounts to help get my veld.... mmm lovely veld.
