I am about to work on standings for R&D agent on some of my alts. Does anyone have any suggestions for low time investment (sub 10 day??) skill plans to get me in an ship for L2 or L3 combat missions?

You just need a cruiser with t1 drones and guns to do L2, maybe a BC for L3s.
The laziest way to do it is probably to train up a Vexor.
Gal Frig 4 -> Gal cruiser 3
Drones -> 4
Scout drone operation -> 3
Gunnery -> 3
Small projectile turrets 3 -> Medium projectiles 3
Hull upgrades 3 or so
Armor repairer 3
Energy Grid Upgrades 3
Afterburner 1
This allows you to build something like:
Vexor:
4 x Hammerhead I drones
4 x Hobgoblin I drones
High:
4x Medium Autocannon (whatever meta)
1x Drone Range extender
Medium:
1x 10mn Afterburner (whatever meta)
2x Cap Recharger (whatever meta)
Low:
1x Medium Armor Repairer
1x Damage Control
2x Mission-specific Armor hardeners
Rigs:
3x Capacitor Control Circuit I
Not the most brilliant assembly ever, but it'll let you power through most combat L2s with a bit of kiting, and sets you up to expand into the BC (Myrmidon) later for L3s.
(10 days is really short, I don't know that you can go from nothing to L3-capable in that time unless you already know what you're doing.)

Yes a Drone ship (Arbitrator, Vexor, Myrmidon) or Drake is your best bet.

confirmed that you can run L3s in a drake with somewhere between 150k and 250k skill. I'd go for some basic dps skills first but you CAN do it with absolute min skills.

RP income is pretty ****ty as it is these days with everyone and their neighbour's dog doing it. But at least get the standings for level 4 agents. You can just accept a mission with your alt and run them on your main.

Until your alts are on the same account as your main then you're screwed.
