ewar in current missions is to easy to defeat and needs a buff in order to make missioning an exciting and challenging career and inline with risk vs reward. if they cannot add sleeper AI, then a full 100% buff to npc ewar should help balance this disparity.
missions should be challenging and exciting and fair to all.

And move everything to low sec. Except the noob systems, move them to 0.0.

why in right mind would move missions to lowsec?? better npc ai and ewar makes missions more fun and challenging and rewarding. moving them to lowsec and 0.0 makes pantywaste griefers win and ruins game for missioners.

Or is your intent to get 80% of the player base to quit and CCP to then go bankrupt?
Or are there too many people out PVPing in low/null sec, and you want the PVPers to have to spend more time in high sec grinding ISK between ship losses?

It will help to relieve the mission hub syndrome, where most of the highsec population are packed in to a few systems because that is where all the easy isk is to be made, and the rest of the systems are seen as something to travel through.
Of course, the removal of missions will have to be balanced by other activities, such as exploration.

CCP designed the system so they also by extension designed the missionhub system. Only a few systems have decent agents. Then theres the closeness to the market which plays a big role in at least my choice of mission-running system. Bigger than agent quality, for certain.
I recently changed system, for the 5th time at least. This system has 20 people roughly in it. 3 lvl4 agents. The main point is that I can buy ammo there but can't really sell anything but salvage. Being able to buy ammo is the reason I stay.
Another thing to bare in mind which was true in my case at least...I started out in Rens as a rookie, naturally all my assets were around that area so to pick a system where I would run missions (and for what corp) was pretty much decided as soon as I chose bloodline and faction (and corp to run for). All my assets are there, all agents are there.
This situation only really changed when my faction standing was around 7.0. That takes a while. I went to gulfonodi but then came the mission-nerf that sent us to lowsec so I left that place and returned to old place. Which was just the opposite of what that change was supposed to do...
CCP needs to think more about design. Path of least resistance...it is evident everywhere...you want to build a road? Check what "roads" people take BEFORE there is a road in place and BUILD it where most people walk.
I could say it is only natural, it is what water does.

Oh god no. If "The Assualt" gets buffed for ewar.. Jesus. Permajam ftw.
I already have to bring in an alt to either sebo me or pew the jammers, otherwise I sit there for 20 minutes to get a couple vollies off and take them out.

Too extreme. Just give a lot more of the frigate/cruiser NPC rats the ability to neut.
If we can switch out modules, why can't the NPCs?

Hmm, sounds like your solution would have the opposite effect to your stated goal.
TD - Missiles are immune to it.
NOS - Passive shield tank with capless weapons, missiles, projectiles and drones defeat it.
ECM - PITA, but FoF missiles and/or drones mitigate it somewhat. Get aggro, go afk, come back in awhile
Sensor Damps - Again FoF missiles and/or drones mitigate it. See above.
So, while it would be possible to fit an armor tanked, turret ship to overcome the ewar, by gimping both your tank and gank. Why would you when there are other ships available that can overcome the ewar in close to their standard fits?
People would simply jump a tanked ship in first to soak up aggro/ewar then come in with their dps ship. Or if they have a single account they would simply train a passive tanked missile spewer as it would be the most reliable against any faction.
Not sure how limiting ship selection to a few hulls with specific tanks and weapons, if you want to do it efficiently on a single account, makes running missions more "challenging", "exciting" or "fair".

Fixed, NPCs preventing you from locking or tracking a target doesnt make missions harder or more challenging (except for scram frigs) it just makes them vastly more annoying than they already are

Challenging comes in when you race to stockpile Drake, Rattlesnake, and other passive tanking ships plus their fittings ahead of the change.
Exciting is the 0.01 isk market games to sell your stockpile post patch to meet the sudden increase in demand for passive tanked ships.
Fair is when everyone flies the same ship and fittings for PvE thus standardizing training plans, ammo usage, ship building, etc., which makes the market more efficient, which makes prices cheaper, which overall makes it easier for newbies to compete with vets.
What's not to like?

Missions are already boring enough without being unable to shoot a damn thing.
