What skills would make me test best possible tackler and what ship should i use?

Go for skills that make you faster, and lock faster. Speed is the key! :)
Oh and you'll want to get cap stable, too.

If you live long enough for cap stable to matter, chances are your target was AFK and tackle wasn't really necessary. I'd say 2 minutes is your cap goal as tackle, if your fleet's not there by then and you're still alive you should warp out, dock, and go hit the bar instead, because your fleet's a bunch of slackers.
And, yeah, everything in navigation to 5 for a tackler. Yes, even AB, you'll want to build something ridiculous like an AF tackler at some point when you get bored. Warp scrambler skills and targeting skills, too, and maybe train up tracking disruptors for that "insult to injury" feel.
I'd also advise interceptors instead of drams, anything that fotm is in for a retuning soon and extended-range points are more awesome anyhow. ---

I've used keres a lot for tackling, nothing can beat it on points range really except arazu. Downside is that keres dies when someone sneezes at it's general direction.

All navigation skills to level 5 that support your speed, agility and cap usage. Propulsion Jamming to 5 (lowers cap usage) Inty skill to 5 (reduces sig rad and lengthens point range OR adds deeps)
For tackle only, I would use Stiletto or Ares (shield tanked). For combat, I would use Claw or Taranis.

Don't train Afterburner to 5, it does a lot more harm than good for a pvp pilot. Shame on those who suggested it.

As a tackler, you're probably only using ABs as part of a dual-prop setup, in which case you're probably only using the AB to get out of suppression range... AB V can help significantly if they're neuting you. ---

From an expirenced PvP tackler:
Electronics - 5 - Points take a lot of CPU Long Range Targeting - 5 - Needed for max point lock range Propulsion Jamming - 5 - Cap usage on small ships is important, plus dictor/hic Signature Analysis - 5 - The faster you lock the faster you point. A must for all Targeting - 5 - The more you can lock the faster you can respond to FC calls
Engineering: All Cap related skills to 5, part of core fitting, tank skills to 4/5 at least
Navigation: Evasive Maneuvering - 5 - Helps all ships and allows inty Acceleration Control - 4+ - You will want it to 5 at some point, 4 is ok to start High Speed Manuvering - 4+ - helps with cap use, 4 a minimum, 5 when you can FC/AB - 4+ - Helps more then people realise, but 5's not needed IMO. I fly Drams and have them at 4/4
Base ship 5/spec ship 4+ Some argue the gains from inty 4 to 5 are not worth the time but if you are a dedicated tackler it is a good idea.
