Is the double learning boost for new characters still in effect or was it removed? If it still exists does it only effect the first character on an account or do alts benefit? Thanks

The double speed is removed, but to compensate they removed the learning skills. ;)

For starting a new account I highly recommend the Officers Edition box thingumajig. Train cybernetics to 1, plug in some +3's, plug in the booster and within 10 minutes or so of setting up you are training at +6 attributes for the first 35 days.

It's not so much that they added nothing, they fit right in with the long-term/short-term tradeoffs that define the game. It's more that the amount of pain in the ass they added to the game was not proportional to the enjoyment that the relatively minor strategic choices involved added.
Especially since they kind of front-loaded the "wait a long time for your character to unlock his next thing" factor and killed the ability of new players to effectively explore their options in the trial period if they intended to stick around. ---
