Insurance Modifiers
The basic principle of the idea is to create modifiers to the insurance pay outs under certain criteria and to encourage those not normally inclined into lower security systems and riskier activities.
Insurance would now pay out based on the security level of the system the ship is destroyed in. The lower the security status the higher the pay-out.
I will not go over figures as they can be worked out but will compare against current levels with the idea outlined below: -
0.8 - 1.0 much lower pay out
0.6 - 0.7 Lower pay out
0.5 Same as current level
0.4 Slightly higher pay out
0.1 - 0.3 Higher pay out
0.0 - Even Higher pay out
In addition I would also suggest some other basic rules: -
No pay out for self-destructed ships
No pay out when destroyed by CONCORD
Reduced pay out when ship is destroyed by an NPC. (You took the mission, entered the complex, etc. You knew the NPC pirates would be there, why would the insurance company pay the full amount.)
Increased pay out when ship is destroyed by ship with GCC
Reduced pay out when ship is destroyed and has a GCC (These two rules are to encourage non pirates in low sec, it may seem unbalanced but generally the attacker who has engaged and triggered a GCC has already determined they have an advantage, I have seen elsewhere that perhaps the timer should be shortened and would support this)
Reduced pay out when ship is destroyed by a war target (this is to ensure war inflicts a cost, but exceptions may need to be made to the militia war decs as this may greatly affect PVP)
So that is the idea, I am a Care Bear and a Milita pilot but I am not a null sec dweller so I am not certain regarding the affect this may have but wanted to extend the idea of riskier space having greater pay, any suggestions?

I'm all for removing insurance from people that were CONCORDed (though sometimes that's an accident, one time I shot someone's can by mistake and got CONCORDed) or if you self destruct.
However, increasing payouts by being in lower sec levels doesn't make any sense. Imagine if your car insurance agency decided to pay you more if you drove into an active warzone and your car got blown up than if you just stayed in your home town, it's not logical at all. |

You took the ship into lowsec or nullsec, why should the insurance company pay full amount when you knew the risk increased against players?

Well I guess thatGÇÖs me told. It is hard to believe that any insurance company would make money from capsuleers or even insure them in the first place so I assume they are not using a standard business model. Unless it is some form of enforced agreement and subsidised by the factions somehow.
The suggestion was meant as a subtle change to make the rare losses in highsec mean more while slightly buffering those going about their business in more hostile systems. I would not support massive changes in the payments just variations.
So despite the slightly broken logic that generally pervades EvE anyway, anyone have any comments as a gameplay mechanic suggestion?
