Reason I ask is because I've been trying to top up a silo without stopping the reactor, without success. Do we really need to offline/top up/online the silo or am I missing something?
Oh yeah...Intensive refining arrays...does it matter who starts the job? Will I get 75% no matter what skills the character has? Will I ever get more? EG with Ore specific Refine 4?

The tower will 'tick' at the time that it was onlined, so if the online happened at 15:43, then the tower will 'tick' at 43 minutes past the hour. This can be checked post-online by checking the API as it has the onlineTime field.

Filling a silo, yes, you need to offline, fill, online. If you know the tick time, you can avoid missing a cycle, as the offline-fill-online takes, what, 10-11 minutes.

Your skills effect the refine amount when using the POS refining array. The numbers and formula are defined somewhere.

With regards to the refining arrays, they work off a slightly different formula than refining in a station. The base is zero, the bonus given by skills is larger than in a station, and the "max" requires nearly perfect skills to get. If you'd get 100% in a 50% base station, you'll get 75% with the intensive refining array. I cannot recall the precise formula, though. You don't start at 0%.
Here is the formula last time i looked for it.
Refining yields in a 75% POS refinery = 56.25%*Skills
where Skills = (1+(Refining Skill Lvl * .02))*(1+(Refining Eff Skill Lvl*.04))*(1+(Ore Proc Skill Lvl*.05))

Based on that , I can get an idea of what skills I need & at what level, so that I could do a "perfect" 75% refine of ores in the Intensive refineries in a POS.

I do however know that 12400 units of Arkonor turns into
15484 megacyte 13950 tritanium 7719 zydrine
With 5/5/4 skills.
I just don't know where to start with the maths.

I went and ****ed around with this: Ore Refine Calc
By setting units at 12400 (ark refines in lots of 200) Standings @ 8 Station Equipment @ 32% Refining Level 5 Eff Level 1
The point of the above settings was to try to get the zydrine output close to what actually happened.
I get a base refine rate of 74.9% and the numbers of minerals output is pretty close to as per the previous post.

I have no way of verifying the sites maths.
I just noticed the Trit numbers were spot on.

Our towers appear to change their 'tick' times every now and again without being offlined.

No other time has any meaning in EVE gameplay except game-time, so yes, this is server time. _

This sheet held up over several characters when I was refining in a C2.

The pos tick time is the time shown under stateTimestamp
As some other posters have already stated the POS tick will drift slightly over time, it may be at 34 minutes past the hour now but in a few days it might be 35 minutes past the hour.
