Hallo player base/ CCP developers.
I remember from the past that nosferatu was changed effect on Npc rats, instead of sucking energy out of NPC it has now effect of reducing shield/armor repair effect and make it easeyer to kill. Acording to this i have an couple questions about that:
1) Do the energy neutralazers have same effect on NPC? 2) Is it neutralizer better then the nosferatu or are they same while using on NPC? 3) How big is the effect difrence between large and medium modules used on NPC (mainly bs class) ?
4) Is there any kind of formula to calculate this, and probably answere all my questions?

This is false, nos will not make them any easier to kill. It will give you a small amount of cap but will not affect the NPC's ability to rep itself, fire its weapons, or use any of its modules. Same for neuts.
Basically, neuts and nos have no impact on the npc at all, but a nos will give you a limited amount of cap.

It is not. I dont know how long you have been playing, but i clearly remember devblog about it ( it have been loog ago) CCP did change rats so that you could reduce they tank by activating NOS on them instead of gain extra energy from. The problem is with this that i cant remeber that they stated if Neut has exact same effect or been even better and also how much it has impact on the tank.
Only what i remeber from the blog is that they (ccp ) have said that larger modules will ofc has better effect on npc classes ( so for example med nos will have les effect then large one on cruiser size )

to clarify, i used a nos on my rifter on the alt during the sisters epic arc. got cap but didnt see ANY change in NPC repair rate. And have never heard of anyone being able to prove that it does affect their repair.

Yes he/she is rigth about NOS effect.
Though If you both read my first post carifuly then you have seen that i also mentioned if the neuts has also that effect. You could both not simply state that i'm wrong about nos but point out that only Neut has that effect and instead of Nos.
According to this article proves that i'm rigth about the repair effect on the NPC ships influence Linkage this change took place in 2007 that why i mentioned that it was long ago.
Now this only leave me with the last question what i have mentioned in first post:
" Is there any formula to know the effect on difrent NPC ships sizes with difrent sizes modules"

I'm actually curious about this - the dev blog states that the sisi was change was so that NOSes "would no longer act like nuets and hurt the npc's chance to repair". This implies that if nothing changed, nuets and NOSes would still affect NPC repair rate, or if the change did go through, only nuets would.
I've only used neuts on NPC's occasionally based on this information, and it's hard to judge random repair chances, so someone doing rigorous testing would be interesting.

I have used PVP fits in PVE and neuted NPCs out of habit, if it changes their repair rate, it couldn't be too great a change because I didn't notice anything at all. I would be interested in testing this because I have nothing better to do really, but I get the feeling someone trolled the wiki, unless a dev wants to confirm that nuets have an effect on NPCs and save me the time of testing it.
