To make things short - eve "journalist" that would bring entertainment to players spinning arond their ships 3h/day, for a small fee of course.
Live feeds it is. Ability to let other players see what you do. You're pro missioner and want to show people how to do some tricky parts of extravaganzas? Do it live, not on youtube.
You're suicider that want to show eve world biggest battles happening now? Get into your cloaky ship, get on grid and start feeding.
And of course, nothing is for free. Idea is like convos payments, tho those would get into your wallet instead of dying in concord blackhole. Setting payment for connecting to your overview.
And last thing - advertising your feeds in eve world.
I'm aware that this thing may not be possible YET, due pretty hard nodes pressures (500man fight, 1 "journalist" and 5k of his viewers might loose war on lag)... Still, would really like to see that ;)

let me see if i understood the idea.
you want to make it so that people can sell videos in game for isk, or so that people could stream live videos in game, also for isk. in this manner, people could have TV programs, News broadcasts, or even battle reports sent from one client to another, cutting out youtube as the sole source of videos of eve online gameplay.
i support this idea. i have suggestions to streamline it.
have this be one of the uses for the big screen in the Captain's Quarters(CQ). also set it up so that you pick from a menu which show you want to watch. after you pick the show, it charges your wallet and plays the video. i don't know whether replays of the video should be an additional charge or not, i'm thinking a system like today where once you buy a video, it is stored on your device and you can give it to others. piracy is not just for lowsec .
live streams would be set up to charge you by the five minute interval, or any other interval. or if you are a scout/spy, you can make the veiwerlist private and let the video be veiwed by only the guys you want to see it. i'm thinking that the price of the video should be set by the producer.
as you suggested, all charges paid to see the video would be deposited directly in the account of the producer. this would make a financial motive for creating videos.
here's a trouble spot with that system, videos are large file sizes. i don't know what technical hurdles the devs would have to jump in order to bring us EVEvids.

i like the idea too.
i would suggest the "reporter" talking to the alliance and asking them to tape their battles (so they don't get attacked) and the reporter flying a shuttle with a clone that's up to date.
it all looks fine to me. it would be kool to see in CQ with your main screen showing up to date videos, that may of happened a couple hours ago (or maybe live?).
i don't know how they could fix this issue. but, i don't think there should be alot of reporters. maybe the only reporters are ones that are in CCP sanctioned corps??

in real life, there's a lot of bulky and expensive equipment which serve as an entry barrier to journalism. i'm the first one to say that things shoudln't be in eve for the sole reason of their existance in real life, but having an isk based entry barrier might be a good idea.
another barrier will be the audience themselves. if the producer totally fails to control the camera in a way that effectivly conveys information, or has an annoying way of typing, people will hate that producer and never watch another video by them again. i'd suggest making this more effective by showing the producer of videos and the number of veiws and/or likes. it sounds a lot like youtube, but their system works.
