I would do 6 billion, I mean if the character was more around 35 million sp i would do 8 billion but 23 million is really only worth max 6 billion to me.

greate. 6 bil for 23 mil SP and 1.7 bil for all other. Besided as you can calculate there are 1.9 bil not 1.7 bil. So my character minimum cost for 200kk less that she must be! As you can see greate remapp for free, character redisign for free, greate current remapp(int/mem) for free, good name for free.

i'm sorry but i've bought and sold characters that were 50 million skill points for 10 billion and 40 million for around 8 billion with things like high grades slave implants, those are considered in game assets and are not to be included in price even though you can't pull them out, same with books.
I wish you luck but to me its over priced, if you can't find a buyer and willing to come down in price throw me an eve mail as i'm in no rush to buy a character.
