I was waiting at planet 4 in Jita for the next contestant of the House of Fun to come on down, when I noticed this anomaly (helpfully highlighted on the picture linked below). I think it is a tear in the space time continuum, but I am not sure...does anyone have any clues?

Nope, not a dot made in Paint and nor is this a troll!
It's not a pod or a planet because it's not selectable.
Come to planet 4, spin your ship to a certain angle and you will see -----------------------------------------------

I actually thought the same thing, about a year ago. I was sitting around in low-sec space just exploring and gazing in wonder. Saw this little black dot and I actually began to steer my ship toward it.
Then I got podded.
But later on I found that this little black dot was only a moon. :( I really want black holes.

pft, get in a shuttle/ceptor/covert and head to the 'dead end' system, and check out planet 5 moon 5
Much more interesting than a dot in jita.
Afterwards you can check out the eve gate thats like 3 jumps away.
Eve-tourism for victory :)

I just warped to Jita 4-4 and ended up in an asteroid belt. What's gpoing on? Where's the station?

Men. You can also see this from one of the stations in Poinen. After trying to click on a black dot for several minutes, you eventually figure out it's either a moon or texture glitch.

I'm not sure, but that "may" be my ex-wife from my 2nd marriage. It's pretty hard to be certain without audio though.

I am sorry to say this but the Gallente Navy's terrorist attack on Jita has failed. We used a bit of our reversed engineered sleeper tech to cause a massive black hole, unfortionately all we got was that.
We estimate it will consume all of Jita 4-4 in 9,867,311 years. So you must run away in fear, even if you do so very slowly.

Technically you can't "see" a black hole, at least, whatever its physical form is, because it reflects no light. In real life, you would see maybe a spiraling star headed toward a black holes center and maybe just more "space" in the middle. I think it would be like a giant galactic toilet flushing.

Black hole is the only thing thats actually black (black is the absence of light), everything else isn't quite black and that is why you can see it (that and the fact your brain likes filling in gaps).

Looking directly at the black hole would cause one to not see it. A Black hole doesn't reflect or transmit light by definition. So you cannot shine a flashlight on a black hole.
Theoretically, the event horizon (The empty space immediately adjacent to a black hole) should produce light via Hawking Radiation. Basically particle and anti particle pairs are generated by empty space all the time, but usually annihilate themselves almost immediately. If this happens at the edge of a black hole however, one particle might be on one side of the black hole and the other might be on the other side of the black hole. Also Black holes bend light via Gravitational Lensing. Remember, black holes are heavy, even small lunar sized ones. So light bends in their presence. Gravitational lensing lets you see what is directly behind a black hole, but double like a drunk, or in a circle around the black hole. (Pictures at the link) This bending can be detected if you know what objects behind the black hole are supposed to look like, versus what objects behind the black hole actually look like.
