My... 3rd? Thorax now and my first real attempt at getting it tweaked nicely. In the past its all been very 'as i go along'.
So...

Unfit all Start over. Blasters. One type of ammo at a time. Cruiser size prop mod. Ewar/cap mods in mid. Depending on pve/pvp Single plate and resists. Or active repair and resists. Some weapon mods to top it off

I'll point out where you went wrong (not in a flame way but a fun self improvement journey way)
1) The guns. While autocannons can work well on pretty much any ship, the bonus damage the Thorax ship bonus skill thingy recieves makes hybrids just about worth it. If your aimming for PvE, go with Railguns for the range, if its PvP blasters (and a prayer) Medium sized are best for the bonus though small can work (I don't recommend it)
2) The tank. You have a mixed tank, which I heartily recommend you never do again, stick to one kind, the thorax pulls of a decent armour tank, again for PvE try an active armour (medium armour rep, 2x hardeners and maybe a damage control II) or for PvP you can go for the plated buffer (armour plate, damage control II and a EANM or 2)
3) The mids. Assuming your PvE, an afterburner and some cap rechargers are the best bet by far, lets you keep the armour rep running longer. PvP your going to be wanting a MWD, Scrambler and Webber.
Basically play to the ships strengths, if it has a decent damage bonus, high base armour and many lowslots, a solid armour tank and using those guns will do it well.

Check out the loadouts on battleclinic http://eve.battleclinic.com/browse_loadouts.php Or scrapheap They will give you an idea. Try stick with your ships bonuses, and either shield or armour tank.

your first tank should be the T-34. Once you train on that move to T-55 and who knows in a couple of years you might even be good enough to drive a T-72...

Mostly mission running, so PVE suits me better. Although, on missions where I'm against 5+ cruisers and 10+ frigates I've found that against a lot of ships, all flying round me, short range (1000m-2000m) suits picking them off. Is this not going to be a problem with railguns falling off at 6000m? And lower damage modifier?
Would a PVE low and mid setup work with the Blasters?

Dude if you want gallente you shouldn't bother with hybrid guns. Train up your drone skills, a vexor would do much better in missions since you wouldn't worry about tracking and the likes:
Do this ...although it might not fit with low skills, if you can't fit it get someone to put CCC rigs on it and get rid of cap batteries:

when doing missions orbit a wreck (or enemy ) at 10 with AB on, grab agro with the guns and then release the drones. Don't forget to turn on your armor repper.
Also once you know what enemy you face put activated armor hardeners instead of EANM's
