Before I go into detail, let me say I'm not a marketing professional at all and I don't know if I used all terms 100% correct, also because english is not my mother's tongue. But I tried to explain everything with my own simple words, so there should be no misunderstanding.
The purpose of this venture
In short: I wanna liquidate a character (name: Eeqo Soveern) on another account, I don't use anymore, since I'm short of money on my main account (this one).
In detail: First, I need one PLEX to reactivate said other account, where I have a toon with around 15 million skillpoints. I hope I can sell it for 3 to 3.5 billion ISK (or even more). I plan to pay with PLEXes for the character transaction fee, too. So overall I'll need three PLEXES, and to fund these I need an additional 1 billion ISK. The whole process of reactivating and selling should take just a few days, so I aimed at a one week (seven days) runtime.
How the loan works
There are 10 shares worth 100 million ISK each. For each share you purchase, you will receive your original investment plus 10% interest (10 million per share) after the one week runtime. The counter for the runtime will start as soon as all shares have sold. If the shares don't sell within three days as of now, I will probably cancel the loan and send the money back to the inversters (but without interest!). If I get like 7-9 investers I might go ahead with the venture with just these funds. In any case I will announce my decision in this thread.
To buy shares, just send your money (in increments of 100m) to this char (Eo Novato). Please fill out the reason field with something reasonable, for example "loan, 5 shares".
Security
All investors will receive the full API key to this account (wich is, again, the account I actually play with). I will reset it after the loan finished and all investors have been paid out. Also, as soon as the other account is reactivated I will provide a link to the character's sell thread to prove I'm actually selling it.

..How much isk in assets are available to you in your active accounts? If they exceed the amount of loan your after I can fund this right now. If not, then good luck brotato!

This matches the classic pattern of an advance-fee fraud.
Is there any way within the official rules for character trading that the risks can be mitigated?

Regarding the assets on this account: Not so much. I got a T2 fitted Ishtar. Everything else is a bit loot junk and a few faction items. Overall I'd estimate my NAV around 300 million.

I belive that there is only a rule against scaming in Character Bazzar and therefor the op is free to scam in this section.

Possibly but the rules CCP have posted are not clear.
If the protection extends to this then this is a viable investment.
If the protection does not extend to this then investing in it is no different to sending money to some nice Nigerian fellow that sent you an email to let you in on a profitable oppertunity. |

protection only applies to the toon being sold, which is not this 1.

I believe if he made the post with the character he was selling and posted the terms of the loan in the auction opening post, then CCP would probably enforce the no scamming rule.
However that is not the case here, and op has not even posted an api or any verification that the character exists or has the mentioned value to begin with.
If this was a scam, he disappears and you petitioned that "someone said that some other char was his and he was to auction and pay you back from the auction, seriously" CCP will probably do not a lot more than laugh at you.

Just two of the links google spits out when you search for the charname (which I mentioned in the OP). Regarding the kill: I was a noob when that happened.
And as stated above, I am not able to get an API key for an inactive account. I can not use the "Hours for Plex" just to get it, because then later and can't use it to reactivate the account.
However. It seems the eve community has gotten very (too?) carefully over the time. Which I can understand, this is the scammers eldorado. I decided to retract my offer since the only effect replies on this topic for me seem to have is to build a negative image of my person. This is my last reply for now. I will post once again here in a few weeks when I got the the funds by myself and will be selling the character, to prove this offer was legit.

..I doubt any ill intentions were directed at you. No more so then what you would think/ask if someone you didn't know was asking you for a large amount of unsecured isk.
Unless...If you had a few hard earned billion isk, would you loan it to just anyone? If so, contact me when you have a few billion isk.
