can someone explain to me why iv never used more than 40% cpu but never less than 97% power

factories = 6 x af / space port as many spaceports as you can put up [will run for 2days] use smallest planet you can find. keep links short harvester planets = 5x basic factories [or more depending] 2x extractor units as many heads as you can manage [you will have to upgrade some links]
harvesters have space CPU , factories don't

Factory planets use a ton of cpu
Harvesting planets use a ton of power.
Still, power grids could use a slight boost, even on a factory planet my power capped out first.

I prefer 2 ECUs, each extracting ~12k P0/hour and long (>5 day) cycles. 3 P0 to P1 (basic) factories for each ECU. 2 P1 to P2 factories. 3 launches, one to buffer each basic factory and one to store the P1 and P2 product.
Course, this all requires Command Center Upgrades 5, null sec planets and high Adv Planetology skills.

All this really depends on how much effort you want to put into your PI. You can setup extractors and factories all on 1 planet so it automatically produces P2-P3 items. This is very hands off, as the only effort required is starting up the extractors. If you want to get more hands on, you can have separate extractor and factory planets to maximize the amount of PI you harvest. This way though, requires you to ferry around PI between planets which (I find to be) a pain in the ass.
Setting up PI basically comes down to how much effort you want to devote to it. Specializing planets generally produces more per cycle but having factories on all your planets requires less effort.

I extract and convert my items so I don't have to carry much. I'm use to my money growing over time and I feel more satisfied seeing large numbers after a long wait. This method is better if you have other things to do in eve.
I was going to do full time 0.0 with a Mining camp POS in the same system of my PI. But Real life doesn't allow me to do that. ---
