In general, what would you expect to make more ISK doing - L4s in a Marauder for an overused combat agent (ie, very little isk from LP), or low sec exploration in an "all-in-one" ship such as the Ishtar?

Lowsec exploration has the potential to be more profitable over time, but it is very random and you can have weeks go by where you make very little. I do both, but I run L4's when I actually need the isk in the immidiate future. Exploration is more fun though.

I enjoy exploring and finding stuff but it feels that you have the best chance finding sites right after downtime.

From a money point of view, you will make more money doing lvl 4 than doing low sec null sec explo . Archeo/salvaging sites being completely useless, remains only hacking sites, which are far to be brilliant to be honest.
DO it for fun if you like to scan stuff and find combat/explo sites but don't count on it as steady flow of money
