I sense a potential win here.
Being a huge fan of podcasts as a form of media due to it's, as stated, easy consumability, I'm really excited to hear this piece of news. I can now only hope that this won't end up as a one time thing.

Is there any need for this? It seems like something any motivated player could've done, if there was demand. I'm sure Crazykinux would've, he's always desperate for traffic
That said, EVE podcasts seem to be short lived and generally terrible. The only one I've really enjoyed was BOZOKast. If you can filter out all the boring stuff, I'm all for it.

It would be unethical if
A) CCP was unaware that an employee was doing this (I'm asuming they do know as theres a dev blog on it). As there is it would be reasonable to asume the publisher is not Fallout but CCP (Fallout acting on behalf of CCP).
or B)If they had infact claimed the pod cast to be fan or player created, they have not though it will contain content from player and fan podcasts, presumabley under license.

If possible record things at higher volume, when its 80% lower than anything else (mp3's pandora, netflix, etc) people wont always turn it up and will abandon the content(like i did).

@CCP Fallout Might I suggest using Normalize in Audacity, you will find it under effects. This will solve the unbalance between the channels. And as long as you don't have to large peeks will make the volume of the clip uniform especially when multiple clips from different recording sources are used.
Oh btw this podcast idea is great imo.

As previously mentioned a little normalisation (compression) would go a long way to improve the listener experience in this or any podcast for that matter.
Given it was a single channel (i.e. mic) recording, there was no pressing need to record in stereo. However put some music-bed in it (see example) and you then have a reason for stereo.

I think normalize just makes for equal volume within a channel, throughout that channel. I don't think it rebalances two channels to be an even 50/50 stereo split. I could be wrong of course.
That said, post processing will always yield inferior results to just recording in proper, balanced stereo.

True proper recording settings is key. But you will have to do some post processing if you use different material, mainly Compression and Normalization so that the volume is the same throughout the episode or else you will have to play yo-yo with the volume slider :P

However, I will agree in less harsh terms on the fact that community podcasts with sort of a "kick back with buddies" are able to be done by the community, and well. This includes reading of the devblogs, CSM minutes etc. with commentary. In fact, I'd say that's best left to third-party observers.
The niche that I think CCPs podcast could uniquely fill is a podcast whose production and style both benefit from the unique ability of CCP to create highly produced content that contributes a sort of second "channel" of content for EVE. An example of this was an excellent podcast that CCP did which fizzled however: full-audio productions of the EVE Chronicles. In particular, the "Taught Thoughts" chronicle.
Therefore, here is what I would dearly love to see:
1. Fully-produced "SCOPE" style news from the EVE Universe, covering in-world events of note (such as Alliance events, corporate thefts, major battles SOV changovers, etc.) in a way that is immersive -- with sfx, an aurora-style narrator or whatever. I might note that economic reports from your in-staff economist, ship loadout advice and commentary, etc can be rolled into this in a fairly believable way. Similar to audio versions of what you did with the run-up to Empyrean Age (but more regular); Providing real information in an engaging way that enhances the traction of the very cool universe you've created.
2. I would also submit that such an approach would allow for integration with dramatized Chronicles etc. in a way that creates an audio library of fantastic content that would be a great vehicle for drawing new players and old into your world and serve as the basis for igniting or sustaining interest in the universe itself. By integrating this with actual world-news on alliances and sov, you are integrating de-facto player-made and ccp-made lore than enhances both. I would also suggest the ability to go the EON route with the audio-fiction aspect of my suggestion and provide an outlet for well-done short stories about the EVE universe.

Re: Poscasts in "stereo" No, no, and no. In case you missed it: no.
I (and I'm sure I'm not alone) use only a single ear-bud when listening to my mp3 player; if a podcast is recorded in stereo, I miss out on 1/2 the content. Please stick to mono.
(If it isn't/won't be in stereo, then please ignore)
