For example, if I made 100 petitions last week versus 0, does CCP treat future petitions any differently? This would seem sensible but I'm just wondering if theres a reason not to just petition every little thing (rather than vent on forums or some other outlet).

If everyone petitioned every little thing that bothered them, all day long, I'd have to think it would affect how much 'real' work they could get done.
But I doubt that would happen, most people would rather play the game than enter petitions.
I don't think there's an official throttle mechanism, but I'll bet the individual support staff do start recognizing names, and might not take some petitions as seriously.

If you abuse the petition system (as determined by the GMs) you can earn a nice ban.

So if you petition a lot without abusing it you're treated the same as someone who rarely petitions?

As long as your petitions are all legitimate issues, I don't see why not. Also, there's a quite low limit on number of petitions you can have open at the same time, so you need to resolve an older one to even be able to open a new one. That, or petition from an alt account. _

As far as I know, yes.
Please note that there is a hierarchy to go through with petitions, lower ranked GMs reply first, then you have to escalate.
The system is quite good, except CCP is a bit understaffed. _______________________ The best thing in EvE is Barrage M. |

GMs are people too. So, if you petition every ****in' time ANYTHING happens, and send in a lot of petitions a week, you'll eventually build a name for yourself. I imagine GM's have a system to record their impressions of individual customers in an official manner. Even if they don't, GMs are bound to talk to eachother during lunch break.

Since it bears on the topic, Python Cartel actually had CCP Navigator respond to a petition.

Rumor has it that CCP has a weekly meeting where the most ridiculous petitions are read in public for general entertainment...
