Of course not. How likely do you think it is anyone's going to give him an answer with _everything_ that's been changed/added since OP left the game?
It's a stupid question to begin with and OP is aware of it, otherwise he would have narrowed it down a bit or at least been more specific.

Your best summary is to expand the Features item on the side menu bar, and there's a 'New in <Expansion>' for each expansion since you were playing previously. Click each one, and you'll get a brief and quick to read overview of all the things that have changed since you last played. The things that interest you most, can be clicked on to find out more (or you can find the associated dev blogs). Doesn't take long to catch up!

Nah i'm kidding, but the question is valid. Obviously he dont expect anyone to tell him _every_ single change in eve since he left. He wants the larger changes like PI and Incursions, and someone answered.

Incursions: the Sansha randomly take over constellations and fill them with sleeper drone AI cleverly reskinned with more spikes. You have to drive them off before you can mission again there, because they nerf all your stuff while they have control.
PI: Details change repeatedly, it's still basically farmville: eve edition.
Null Sec transportation: Jump bridges were nerfed, and then jump-capable ships larger than black ops were (are about to be) disallowed from using them. This is supposed to make 0.0 less carebear and bring back Eve's feeling of harsh, uncaring etc.
Rockets: are now actually dangerous enough to be viable. The rifter isn't so disproportionately powerful anymore as a result.
ECM: appears to be on the workbench, they've been tweaking it more than usual recently.
Walking in stations: is still coming "soon". Good luck with that.
I think that's the gist of it. Bunch of minor but vital details continually getting tweaked all over the place, but if I went through every rescaled constant over the last 18 months I'd (1) miss some and (2) bore myself to death.
