I'm a relatively new pilot at around 13.5mil SP. I Recently moved to nullsec in gurista space. I've been making most of my isk by doing havens in my T2 sentry domi.
I want to increase my isk/hour and want to start doing sanctums asap. I've been told that the Ishtar is extremely good against Gurista rats, because of its high kinetic resistance. The only issue is that I want to fly HACs in pvp fleets as well, and I prefer to fly minmatar in fleet. I've cross trained minmatar already, I can fly T2 BCs.
My question is that, can any minmatar HAC, do gurista sanctums with the same ease as the Ishtar. How does the Loki perform against guristas, compared to the Proteus. And besides that, which would be the overall better skill in the longer run to train to V , Gallente Cruiser V or Minmatar Cruiser V.
I hope I made some sense. Any advice will be highly appreciated. :-)

Ishtar is an exception as a HAC because it has the tank and the range with drones to do PvE effectively. Minmatar HACs are excusively for PvP, you can do some belt ratting with a Vagabond but not much besides that. Loki can have decent tank and gank but you always have to fly close to NPC's and that makes it slow and inefficient.
Minmatar cruiser V is way better if you want to do PvP but not so great for PvE. On the other hand, Ishtar (and maybe Proteus) are the only decent ships you'll get from the Gallente lineup.

Train bc V, then pick which cruiser you want to spec into. If you like the hurricane more than your gallente ships: minmatar. If not, gallente.

The Arazu is great, and the Lachesis (missile recon) is fairly popular. Oneiros is perfectly good at what it does, if a bit short of the guardian in some ways, and HICs (Phobos) are all fairly generic by design.
The main weakness for the gallente lineup in general is hybrids, and relatively few of the t2 cruisers rely on hybrids (save the Proteus, which can actually use them effectively more consistently). Gallente is as good a race to take cruisers to 5 as any. Just remember that all races have weak ships in the t2 lineup as well and think twice before making a Diemos.
As for the OP's question, I'd say if you enjoy the dominix play-style your next logical step is the Ishtar, and if you're sick of all these mother****ing drones on your mother****ing ship then go Minnie instead. |

As above, Ishtar or Loki for PvE but if you want PvP ships Minmatar's T2 cruiser line is AMAZING.

What's amazing about a Muninn? 
Also if OP does get a Cynabal then flying Vagas afterwards will be horrible

OP asked a lot of questions that will bring different answers. PvP and PvE applications are quite different.
Guristas/Serpentis vs T3: The Proteus is a much better ship, over the Loki. Its the only Covert/Nullifier that will have a drone bay.
As for what your cruiser 5 will lead to: I think the Minnie line is far superier for PvP. The HIC, HAC, Recon, and later the Command ship are all more usefull, better, imo.
Ultimatly, Many pilots fly both (1 or the other) lines of ships and are very good in them. It gets down to what YOU want to fly and have fun with.
