We have give you our final answer on this matter. You had allowed another player to access your account and as such were responsible for what had happened with the loss of your vessel.If you access another player's account, whether given permission by them or not,action will be taken against your accounts for doing so. If you continue to petition regarding this matter will be forced to take further action as petition spamming is prohibited.

but are you entirely certain that you made clear who owned the account to the GMs?
regardless of the relevance that your quote had to this particular incident (which i admit i miss read) the flip coin applies
directly from the EULA:

my friends play WOW a one of them got accessed and they got returned the items gold and also banned the person who did it
i dont even like WOW but at lease they look after there players

Still confused as to who accessed who's account. I'm assuming that because you're the one who lost their stuff then you're the one who got "accessed".
Then the question begs. How did the person get access?

First off, NOBODY HERE REALLY BELIEVES YOU.
For all we know, YOU did something stupid, and now you're trying to take (failed) revenge at somebody else.
Second, posting in here will not help.
In fact, most likely, all you'll get is a forum ban. Or a game ban if you insist too much.
Finally, escalating petition is the only good way to solve the issue(s).
If the senior GMs refuse to help, you're SOL.
Either way, STFU already.

Dude, if YOU give your pass to somebody else, or register like an idiot to some 3rd party site with the same username/pass combo as your EVE account, or let a keylogger on your machine, or use an easily bruteforced/dictionary-attacked password, YOU AND YOU ALONE ARE RESPONSIBLE FOR EVERYTHING THAT HAPPENS TO YOUR ACCOUNT.
Unless you have some INCONTROVERTIBLE PROOF that it was "player X" who accessed your account (and just having a log of transfer of goods/ISK to that player IS NOT SUCH A PROOF), there is no basis for CCP to do anything about that account.
EVEN IF CCP did do something to that account, you STILL aren't getting your stuff back, at most the other culprit might be punished in some way, BUT CCP WILL NOT TELL YOU how or whether they punished him at all or not.
