Is there a way I can view all agents and their levels in a system without having to visit every station, if so, how?

You could always try using Dotlan Maps in your IGB. It will give you lots of info about a system.

To find agents available to you in game, go to map (F10) > Star Map > Stars > My information > My Available agents. Highlighted systems has agents available to you. You can Mouse-over systems for more information.
The agent search page already linked is also very useful. http://www.eve-agents.com/

This isn't entirely true
As explained in this Dev Blog, it's the quality mechanics that is changing, not the actual agent level.
All agents will now have +20 in quality, but will require standings as if they were -20 quality.
For a full list of the upcoming changes, check out the patch notes

Because it's their quality that's changing not their level. There is still going to be L1, L2, L3, L4 and L5, just within those levels they will be only one quality.

"Level" is from 1 to 5. "Quality" is from -20 to +20. There's a HUGE difference between, say, a L3 Q+20 agent and a L4 Q-20 agent, and the L4 agent is much better in terms of who you'd rather work for (if you can handle all missions).
After tomorrow's patch, "level" remains unaltered, "quality" becomes -20 for all as far as standings are concerned and +20 as far as rewards are concerned. So, no, it's not the same thing.
If you would have said "all agents of the same level will be mostly the same", now THAT would have been more accurate, but still not completely accurate, since rewards will still also depend on system security level (lower truesec bringing better rewards).
