I was wondering the same.
I thought the entire reason for Serenity was due to Chinese laws saying you couldnt be on Tranquility. Having a 2nd server just to have it defeats the entire premise of EVE Online.

You already have specific "Nationality" corporations where some guys are unable or don't want to speak English, let me enumerate some for you but the list is as long as the 350 + nationalities playing the game.
Canadians (I know a couple Quebec friends who will feel insulted if you speak English to them)
Italians
Spanish
Portuguese
French
Germans
Russians
Poland
Denmark
Swedish
Finland
And the list is so long it would take me a couple hours to put it in.
Quite sure you'd be amazed by the number of Chinese people with a culture level and education well above the average European or American. We're in 2012, the world as evolved a lot more than some people think or want to admit.
If those (Chinese people) dudes come to TQ I can only think this would be fantastic, there's so much to learn and fun to have!

Well -I guess most of our low culture and education level Chinese EVE player is still playing in serenity.and i know some TQ chinese play are kind of jerk and quite swag to those serenity player in our chinese EVE fan forum.I guess they just dont talk much in this forums cause there is nothing they can swag about.
