Assuming "Terrible Police" is "The Space Police"; what makes this the worst alliance in lowsec? None of these lowsec alliances seem horribly incompetent, a bit past their prime perhaps, but B A N E in particular seem quite good, and from my experience both Heretic Army and Eternal Perseverence are good PvPers.
And frankly, unless you care to explain what makes an alliance the "worst", it's hard to understand what your reasoning is. It might be a bit too much effort to put into what's most likely a troll thread, but humor me.

terrible police are an extra special of fail. for a group that can barely get 5 people in local, they have the worst posters who think their 10 kills a week makes them super pvpers, they dishonor 1 v 1s, they dishonor ransoms. they talked super trash about the alliance tournament last year, they utterly failed and then they disbanded their alliance and moved into high sec about it.
oh they fly with falcon and scorpion alts constantly.

I suppose "new" means his old one was banned for spamming terrible threads about the then obscure space police who are now pro for making this guy this mad without actually killing him (I'll take his word for it).
But seriously, for you to make a new alt to post about them again, they must really bother you. Despite your protests about not being mad, why do you keep making these terrible threads? No one cares how terrible the space police are but yet you still persist which means you are most likely mad. 
The only thing more terrible than alt mad space police thread are the self-gratifying LSS threads.
