Well, because they are written by morons, us, who aren't privy to the inner coding of the game. While that's not entirely true I guess, the inner coding part, I'm not clever enough to sort through all of that again looking for how missions are decided. University lecturers will kill you if you tell them your source was wiki. TL;DR the wiki is ****, merde, Schei¯e, dTfTquer, etc Oh yeah censor the english but not the french german or italian versions.

Now all systems in this list must have no low-sec within 3 jumps of them. I know most missions are within 1 jump, but i know i've seen some that send me to 2, so I'm just trying to be conservative here and say the limit is 3 jumps. Because of this, the list is a lot smaller. I'm still not sure about Torrinos, but will keep it in there until I have a chance to run some missions there or someone can provide me proof that they get a mission outside of the region. (ec-p8r)

I think that based on what we see CCP implementing there are two possibilities: CCP does not intend to cater to mini-maxers CCP intends for players to do more courier missions If you were looking for courier missions you would find that distribution agents are very well distributed. Also the concerns that players have about doing kill missions in lowsec don't generally apply to courier missions when you have a blockade runner; its pretty hard to lose one of these in (non-0.0) lowsec.

Yet in my personal experience (happened yesterday again) the agent (Sistran Hednur) in Gulfonodi X moon 13 - Republic Fleet Logistic Support does send unfortunate capsuleers to Atlar, Bosena and Oddelulf (nearest low-sec systems, 2 jumps away). Happens quite rarely, but happen it does

They have useful blueprints. Especially the one at Nakugard might be the best hi-sec missioning agent in eve. It has good LP store offers, is at 0.5 system and only 1 jump from Hek, which is one of the main trade hubs of minmatar republic......though also known as home of many infamous pirate corps. Did a total of 40 missions (20 from each agent in one station). Out of those, I did receive ONE mission to ec-p8r which I declined. Other then that, seems safe for those that wanna mission there.
