On May 24th at 22:55 Eve time, I was docked in Jita to fulfill a buy order when my transaction failed and the 32,000,000 ISK broker fee was charged to me.
I had spending several hours flying around buying an item to fulfill a buy order in Jita. When I finally was able to get all the items I proceeded to Jita and docked. I placed all the units in my hangar and went to sell it to the buy order. I received an error that I didn't have the broker fee, so I transferred it from another character. I went back to fulfill the order and it made it a sell order. I was charged 32,000,000 ISK for a 6 day sell order when it SHOULD have fulfilled the buy order and given me a good profit.
I cancelled the sell order to fulfill the existing buy order but it had DISAPPEARED! now I am out the 32M broker fee, the buy order is gone, and I can't unload the product for anywhere near what I paid for it.
I don't mind paying the 32M for the broker fee to FULFILL THE ORDER. Is this some game mechanic scam?
I sent in a petition about it and it now says "closed" but without any explanation.
Any thoughts on what might have happened or did I somehow get scammed?

It looks like you were scammed through a scheme that involved an exploit in the margin trading mechanic. However, it this is an exploit that CCP currently permits (as far as I know), so you may well have no recourse.
One thing you can do in the future, whether you are selling to an exploitive margin-based order or a regular order is set the duration of your Sell Order to "Immediate". This will mean that no standing order is posted, and you will pay no Market Order Broker Fees on the transaction.

If I remember well how it works, it's the scammer who were selling the stuff you gathered to fulfill HIS buy order. When you went to sell he didn't have the isk required in his wallet to buy it (intentionaly ofc), hence the game automaticaly created a sell order instead.

You did an advanced order and not an immediate sell.
The behaviour of the order dialog changed a few patches ago.
Live and learn, you screwed up, but don't worry a lot of people are doing it.

Thanks for your responses... Yes, I thought it was too good to be true but went ahead anyways. I thought if you did a buy order the money was taken out of your wallet and put in an "escrow" account to pay for the goods. My bad for being blinded by greed..lol
Thor.. thanks for the link to the scam.... I don't see me doing #9 and rage quitting any time soon. But what irritates me the most is CCP's response to my petition. They closed it without any explanation or anything, not even a "go cry somewhere else" e-mail.... nice customer support.

It is, but the Margin Trading skill reduces that amount. With a high enough skill, it's almost zero. The rest is taken when the order's filled. When there's not enough in the wallet to cover it, it's cancelled. Then the goods end up being sold to the next-highest order, set by the exploit-user's alt.

Stop using the "advanced" panel when you're trying to sell to existing buy orders. You won't get charged any broker fees. _
