I've been hanging out for the last couple of days just watching and I'm thinking that maybe they're gone. Should I set up my own pos asap? Should I wait for this one to go offline? If someone is interested in the location I'll show them where it is for 500 mil. It's got a c2 and a low sec static.

It takes about 25 days for a full POS to run out of fuel. Chances are they'll be back before then, if only to refuel.
You might also want to check if they are in an alliance or not.
I can't really recommend a strategy though.
Short story:
When my old corp anchored a tower in a C2 with a static to C4 and a static to hisec, another corp had the same idea at almost the exact same time. While they were getting their tower, we started anchoring to see what they would do. They threatened to make our lives there miserable if we didn't leave, but they were willing to allow us to unanchor and leave peacefully.
We were not in the mood for a fight, so we began unanchoring the tower as soon as it was anchored. W-space is still too empty to fight over, and we didn't care what we got, as long as it had a C4 static and decent planets.
While the tower was anchoring/unanchoring, we chatted.
We got along really well, and both corps decided to join the same alliance and share the system. We anchored our large tower again. They ran the C2, we ran the static C4. Life was good. Everyone was happy.
Later, their medium POS was attacked and held ransom, and we helped to get the alliance forces into the system and rep it after it was reinforced. Our large POS became the staging point for the campaign, and a fall-back position if we failed. We saved the tower, and bagged some killmails (I was in a Basilisk repping the tower so none for me).
My corp left the alliance on good terms when we later decided to move to a C5.
Moral of the story: I don't know. However sometimes it is possible to make new friends and join forces. I can't say that will ever work again, only that it did work once.

I do like that story. I'm not even going to pretend that something like that could hold up in my situation, though. The 25 days of pos fuel is extremely appreciated, though. Asking around in my alliance no one could tell me how long they could run. What's funny is there's another large pos anchored in the other moon attached to this planet. It's empty, though.

If you get really bored watching their POS, and want to know the exact fuel consumption:
IGB POS Planner
With a cloaked ship, make a note of the online modules, and enter them in the planner.
Works with the in-game browser too (hence the name IGB on it and other sites).

What do you want from this WH? Are you looking for a home?
If not, why not just run the sites?
Also check the C2 static daily and see what opens up, there may be something better available right next door.
This is how I found my current home, by camping a C4 with a C4 static, and checking the static daily. Very low effort, just parked a scanning alt in the system and when I remembered I scanned out the new link. The locals hated it, because I would keep despawning thier sites to make my scanning easier.

I'd suggest doing some due diligence first: -Look at all the planets for PI to get to know who is in the corp. I generally start with all the marketable P1's looking at the hotspots to get an idea of where they might set up. -Check the kb's with the WH sig and the corp to see who is in it -Put them all on your watch list and run locator agents on them -Google their names and check their posting history on the eve forums -Check for Alliance, some alliances will quickly scramble to kill intruders.
Now you'll get an idea of the activity level of the corp, which is probably 2 accounts ran by the same person. They'd probably not mind if you ran the sites. They might mind if you set up a POS. Depends on how you handle it, like in Tau's situation. You could also use all 3 toons (Industrial/Salvage/T3 or Drake) on your acct to set up a small Caldari with stront and run the sites for a few weeks till they dry up. If they pop your tower, it's not a big loss and you have enough stront to gtfo.

I will give you a bit of different advice, but I am not adverse to pvp so keep this in mind.
If it is a 4 man corp and you want the wh take it. Watch your scanner, keep running the wh so that there is nothing in it worth running for the other corp. They will soon give up and leave.
If you just want to anchor a small tower for a week while you run whats in the wh do the same.
If you just want to run the wh quickly, do it. If they are living in the Wh and have 40 sites they are idiots, simple as that. 40 Sites attracts unwelcome guests. Living in a C5 we try to always clear out sites 2 times a week just so we dont attract unwelcome visitors. YOu get enough as is.

An online tower in a system with a ton of sigs usually means a pvp corp, hoping you'll tempt fate by coming in to try and run the sites. Usually best to move on, unless you can field at least half a dozen people with logi/ewar support.
Can be quite lucrative though, if you can get enough people together. Blitz the sites, have a dedicated noctis salvager clean up, and you can be in and out during their off hours.

ninja that **** and run. A c2 can produce enough income to pay for those four accounts plus a healthy merc army every month.
You need to look up killmails for the system and see who used to own it, who kicked them out, and who took over.
Some alliances/corps take over WH space for ****s and giggles, some do it for merc work, some do it for revenge, some do it for war.
For example, I had a C3, it got taken over. Then, a merc corp killed them off. The merc corp did not set up in there and a totally neutral corp (to the 3 of us) took it over.
Since it has a c2 to low a BS fleet can come in there so its dangerous ground. . Adapt and overcome or become a monkey on an evolution poster.

Rubbish.
An online POS with a ton of (combat) sites means it's either a reaction/research hole (check what POS mods are online) or the corp is extremely inactive.
An online POS with a ton of Grav/Lad sites means the corp has no industry component, or is extremely inactive.
Get enough people together? WTF. Run the sites solo and go.
It's a C2 for crying out loud.
Make sure you despawn everything in the system even if you dont run it!

not sure what youre asking here. id just run all the sites, salvage the wrecks, sell loot, and buy something overly expensive i dont really need. or spend it on booze and exotic dancers
