I have FINALLY trained up to using T2 lasers and desided to fit my Abaddon with them and go for a spin. My question is which crystals are best for short range encounters? Scourge is a winner for long range, no doubt about that, but with the increased Cap use and tracking penalty on Conflaguration crystals are they worth mounting or should I just stick with Imp Navy Multis for engagements at the 20km range?

Not as bad as they used to be.
The main thing is longevity. T2 crystals break up looooong before faction ones, meaning higher "ammo" costs and increased time wasting swapping crystals. --------------------------------------------------------------------------------

The scenario where Conflagaration is worth using : a) target is a BS within optimal + roughly 0.5x falloff and you have its transversal down to almost zero b) you have good cap (e.g the Apoc) or use cap boosters (or supported by cap transfers).
If you can fulfil the ALL the above most times during the engagement, then yes, it's worth it. Otherwise, stick to faction MF.

Navies are good for orbiting fast targets (if you can hit them), conflags are good for slow and bulky stuff, also for those pesky 200k+ ISK NPC cruisers. Just monitor your target's transversal on overview to see if conflags would hit it.
Also note that conflags deal more thermal damage so you might significantly shorten the rat disposal time with them depending on target resistances.
