I managed to rack up 300 million isk changing skills for players who deployed as I was left behind for limp leg in one deployment, it was a rather nice pay out for little amount of work. Though CCP does indeed recommends you dont do this we service members have really no choice other than the wife or kids to do it and ccp will still frown at the idea. Sure the critics will bash the game for allow people to level up without even logging in but that is really irrelevant. You can't earn money while offline (apart from contracts and things you put on the market). Anyone who as played any MMORPG will know that no matter what level you are, that doesn't mean anything if you don't have the cash to afford the best gear.
Plus how will offline leveling be any different than it is now? For about 3 months I haven't actually played the game. I just logged in so I can manage my skills then left.
The only issue are the biased game reviewers (IGN) who will find any reason to give negative feedback on a game that isn't the most popular thing in existence.

To the OP; Many of us have been in your position. I can tell you, that at one point this was available, and then CCP took it away, for whatever reason. Keep your fingers crossed they realize, that, allowing this will bring MORE benefit and outweigh the negative aspects, if for nothing more then keeping people paying for accounts and coming back to a the game after deployments, etc. It keeps your player-base happy with the game, a happy player-base = telling their friends etc. 
To the Foolish Person who thinks they have a concept of what it is like to be in the military and/or thinks they know what we are paid to do;
Until you actually put on a Uniform, from where ever you are from, for their Military, you can not comment, read a book about it and comment, or listen to gossip/watch movies about, and comment. Nor can you draw any conclusion from what you do for a job, and connect it to the military, until/unless you have actually served or have gone on a deployment to a foreign land. Those of "us" who have served would prefer you either just say thank you, smile, or don't say anything at all about our service.

This would be a nice thing to have. I don't see how it hurts if you've paid you've paid. of course it means you'd have to make a really long training plan...and if something changes or is added you'll have to fix it later.

It would not be a terrible thing to add a much longer skill queue for players who are away. Perhaps the balancing act would be that you get a reduced training speed (less sp/hour)?
It could be implemented via implants - 'Extended Learning Implant'. When you are in that jump clone you get a 12 month skill queue, but lose x% (10%?) training speed. perhaps no other implants can be fitted when the Learning Implant is fitted.
That would stop abuse by players to the greater extent. It would also require some skills and a jump clone and should not be terribly easy to train up for. Cyber 4 and perhaps a new skill too.
90% training speed is a whole lot better than 0% for players who are away for long periods.

What if CCP were to offer a service specificly aimed at people in the military service whom are in that situation.
IE - A button on account management that lets them submit that they are part of the Military Service.
It then directs them to send a Fax, with documentation proving you're in the service.
Once recieved and accepted by CCP - a new option enables on account management, which is to activate a remote transponder link between you and you're ship that's headed into the great unknown - allowing them to login and change skills.
Have the service disable immediately if the user's game account is physicaly logged into the game.
Charge for the Service.
Eve can then boast it caters to the needs of men and women fighting bravely for their country, and earns some extra cash on the side.

Eve gate would be the way to go. If we are paying to keep the account active then we should be able to update the skills. Of course if a military person allows account to expire training should stop as normal.
