I'm currently in the process of skilling this character into a tengu. im debating on what launcher type to spec towards....do you prefer the DPS of the HAMs to finish the mission faster? or the range and ability to jet can 1 round of ammo and orbit it of the heavies?

Heavies are better for missions, you don't have to go chasing stuff down. HAMs end up slightly faster, but not nearly as much as you would think.

With HAMs you'll have range at about 40km with offensive sub lvl.5 and missile range rigs that fit perfectly since rigors don't work with unguided missiles.
With HMs you'll hit for 90+ (not sure and can't check right now, obviously more than 90)
Consider that, sometimes you have rats all around you in this range, and sometimes they are far away, you won't notice the difference in mission time overall.

Obviously heavies. What they lack in pure dps they make up for it with range + reduced signature radius. Killing frigates and cruisers might become a pain because of large sig radius' of hams. And you do want to kill the elite ones as fast as you can. |

With Heavies, and some maxed out skills, I'm able to tag things at ~113km away without range rigs. It's nice to be able to reach out and smack somebody.
HAMs will pretty much always be hurting for range. DPS is noticably higher, but if it doesn't reach....
Generally, for PvE purposes, you'll want the long range weaponry to kill at range before it gets close in to apply damage.
For PvP, short range, and bring on the pain.  _______________________________

Both, some mission HAM is better, some HMS is better. I use both. But for the most part, yes HMS outperforms HAM as you can fit rigor/flare rigs and kill elite frigs/cruiser faster and has a very long range.

Heavies. The short range on HAMs is just frustrating compared to the extreme convenience of 110Km heavies, and the additional DPS is meh. Plus trying to shoot elite frigates with HAMs is another time-sink.
