The RoF penalty has been obselete since the hitpoint boost years ago. The destroyers are good ships, but also very fragile. They are supposed to have a good alpha with reduced RoF to prevent them from slaughtering cruisers (CCP wanted to pre-nerf them as introducing a new ship class was something new for them).
Today even a Thrasher with artillery barely touch the shields of frigates with a volley which is a shame. All the popular faction frigates seems easily capable of competing with destroyers in terms of dps.
I would not try and change the destroyers radically - But removing the RoF Penalty and maybe even replacing it with a 25-50% role bonus for damage would make them really live up to their role.

No ship is supposed to be a solo pwn mobile (as funny as it sounds when talking about Destroyers). The seven-turret destroyers (Cormorant, Thrasher) could get the eighth turret. Then perhaps some minor changes. Removal of the RoF penalty and adding damage the same time might be too much, and personally, not a fan of role bonuses, and as T1, they have two ship skill bonuses.
So, how about: Catalyst: "In your face" - Role bonus: +X% afterburner and MWD speed bonus (balance cap for MWD being unfeasible to run continously) - Skill bonuses: Small hybrid tracking, small hybrid damage Coercer: "The small Amarrian rave party" - Role bonus: +50% small energy turret optimal - Skill bonuses: Energy turret capacitor use, energy turret rate of fire Cormorant: "Touching you from afar" - Role bonus: +50% small hybrid turret optimal - Skill bonuses: Small hybrid turret damage, shield resistances Thrasher: - Actually fine as it is, just remove the RoF penalty
Alternatively, for a role bonus collection, keep RoF penalty, but introduce a damage bonus.

To make a point. the last time I used a destroyer for killing was. 2008, In-fact I was training for T2 destroyers till I realized how unrealistic destroyer hulls are. I think the Rof is fine. but they should be given more EHP stock and maybe an extra mid or low slot depending on the type of ship. because they need a little more EHP or tank to go with them.
Example. I have killed destroyers in my crusader. that can happen, but I destroyed it faster then I can pop frigs. ----------- Born Amarr, Raised Minmatar.

Destroyers need a little more survivability and slots. They are glass cannons, which is kind of silly since it means they are easier to kill than Rifters.

Would be nice if Destroyers could be more intermediary between Frigates and Cruisers. Id accept a removal of a high slot to get an additional med or low (whichever the ship is lacking). Dessys could be good ships, even with all the gimps about them.
