I really like the sound of this I gotta admit.
Whilst everyone is calling for CCP to hit SC's with the nerf hammer. What we really need are the tools to deal with them.
I think something along this train of thought would be ideal.

Erugh, this is a proposal that doesn't actually fix the underlying problem, it's more of a bandage.
While it *might* be a good SC killer if you field a group of them against a solo SC, SC's have a nasty habit of coming in groups and wiping the floor with every other ship in the game, the group aspect makes them even harder to kill as they can do logistics on each other as well as cover each other.
Then we get to actual usefullness as ships in fleets. They're still going to need HIC support to hold SC's down (a good thing), but SC's will do what they do now: Kill the HIC's and bugger off. This means that in this limited window, your "Heavy Bombers" will have to do a massive ammount of DPS to be worthwhile using (and risk losing), which even with the missile rules vs sig radius, would probably make them solopwnmobiles when dealing with anything smaller.
Despite all that you'll still be left with the problem that SC's are OP (both in DPS and HP) and doesn't address the fact SC's don't have a proper role (hint: it's not as a DPS dealer as that's what dreadnaughts are meant to be for).

A way to counter SCs without nerfing them up and beyond? Adding a new ship to the game? Do want - now! I also like that it seems OP has given this some thought, and isn't just whining, but offers an interesting solution. I've actually thought along these lines myself, and I think it would offer a lot of interesting changes on the battlefield if you had the ability to hit capitals and SC hard without bringing a bigger blob of SC.

Wouldn't this new ship class be able to kill carriers and dreadnoughts just as easily?
And what about a suicide-squad of these ships firing 8xShipNumber citadel torpedoes at a freighter in highsec?
And it seems like it would be useful against titans too.

Inflate the Fighterbomber's sig radius... and drop their effective HP.
Essentially that's what killing the enemies... Make them more fragile like glass cannons. Sub caps could target them and eliminate them easier while keeping it harder for them to be targeted by Cap ships.
Limit the amount of Fighters / Fighterbombers to 2 per level on SC.
Create an ANTI fighter/fighterbomber ship. Battle Cruiser class... Increased DMG against Fighters/Fighterbombers.
This way you won't kill the SCs but you will essentially turn them into eunuchs. This will force Carrier support and Subcap support in fights.

I too endorse the OP's proposal for the creation of a ship that will allow INDIVIDUALS (read SOLO NOT FLEETS) to dish out massive death dealing amounts of firepower that will foster wholesale slaughter and mayhem. More destruction = more fun. Great idea OP.

I'm sure CCP could come up with some RP BS to make it so they couldn't use stargates, just cynos.
Something along the lines of it's too big to safely travel through stargates.

Besides that, how does a BC sized ship move with 8 cruiser sized turrets mounted to it? I'm pretty sure it wouldn't move at no 200 m/s. 20 m/s max speed perhaps.

This doesn't fix SC for 2 reasons.
1) SCs still do too much damage against sub caps. With no resist bonuses, a heavy bomber pilot would **** himself when the SC deploys fighters. Or even ogres FFS.
2) Hot dropping small gangs is still an issue. Your average roam isn't going to waste a wing of ships on Heavy bombers, which can't do anything vs what you'll most likely encounter, just in case there's a hot drop.
I like the idea of having a sub cap that threatens SCs such that SCs require subcap support. But I don't think a bigger gun is the role the anti-SC ship needs to fill.

Is anyone else thinking that the Freighter models would be a fantastic optical solution for this kind of ship? Just imagine the Obelisk hull replacing the outer cargo holds with huge torpedo bays, firing away on the enemy supercaps. I, for one, get a nerdboner when thinking about that.

You could further their anti-SC powers by giving them some sort of anti-fighter flak cannons. This could make them more effective as a SC counter while not making them terribly OP against everything else.

Also, in addition to normal ship bonuses (which will of course vary from race to race), it gets a role bonus of +200% (or thereabouts) of damage against fighters and fighter bombers, and a powergrid and capacitor use reduction for using smart bombs (to fend off light drones effectively).
I for one would love to fly a destroyer class ship in this sort of role.

Actually I just realized that ECM bursts can indeed already jam drones, but also normal ships. But if you got fighter bombers attacking a carrier. SEND IN THE ECM BURSTING MERLINS OF DOOM.
