Hello all,
I've spent my first year+ of EVE making as much isk as possible with the goal of purchasing my way up in the world with a better character. It's been a lot of effort, spreadsheeting, and not a small number of scams, but i've finally decided to cash out and begin looking for my new main. I have roughly 34billion to spend and I want to know anything that would help me identify good all-around characters, characters or skills to avoid, and guide me in my search.

I think only you can evaluate which skills are useful to you.
I would suggest though that you don't overlook the standings, security, killmail history, and reputation of the character.

Well, I know some ships just won't be usable without a lot of support, like carriers, motherships, titans, and dreadnaughts. I know to cross those off my list since I don't want to bother with that. However, I don't know much about t2 or t3 ships and such. The only ships I few much were my iteron V and dominix, since they helped me mission and trade my way up to enough isk for serious trading and contract scamming.

Why buy a new toon? Why not just reallocate your stats and continue with the current one? One thing I like about Eve is you cannot totally screw up a toon. You just realign your priorities and keep going. Sounds more like you are trying to run from a bad rep and want to start over fresh. If that is the case, just create a new toon and transfer assets.

Not really running from a bad rep, I just want more things to do and ships to fly, and I happen to have the isk to buy such a character. What don't you understand about that?
I can make isk a hell of a lot faster than I can train sp, why not use the legitmiate in-game method of trading some of that isk for a character I want?

Put up a "WTB : high-SP all-round sub-capital PvP, offering up to 34 bil" thread in the appropriate subforum and watch the offers FLOOD in. Add in a "convince me why I should buy your char" clause. Pick a few that catch your eye and let them run an underbidding war. Walk away happy. _

dont spend 34 bil on a toon, if I had that kind of cash I would look for a fair carrier pilot with strong sub cap skills, probably in the 30 to 40 mil sp range...spend in the area of 10 to 15 bil...maybe buy 2 toons? a carrier and a Mach can eat a sanctum pretty quick.

Ok, useful advice:
1. Look at the character bazaar forum, to get an idea of the price range for a character you'd want. 34 billion is more than necessary - it can get you a 2003 character with almost all skills trained and I don't think you need that.
2. There are several tiers of characters, in general:
a. Special-purpose characters (Hulk pilot for example) will only have the minimal skills needed to fly the specific ship advertised, and they take 3-6 months to build usually. They usually have in the 4-8 million SP's.
b. Then you have the specialized PVP character that flies a popular T2 ship (vagabond, whatever), with T2 guns trained and support skills, a year or so of training (12-17 million SPs).
c. Then "specialized" characters that have trained all of a race's ships, some just sub-capitals, others up to carrier, that's about 2.5 years of training (30-70 million SPs - I have one of these at 60mil SPs flying all Gallente, and also up to T2 cruiser Minmatar and Caldari).
d. And finally you have the "I'm old" characters that have been training since 2003 and are looking at 140+ million SPs, which are expensive.
3. When you pick a character, look for support skills. Electronics, Engineering, etc. Gunnery to Tech 2 guns for the ships they claim they can fly. For dreads and carriers, make sure they've trained all the associated skills to go into siege mode, to use the XL weapons, fighter drones, etc. The big ships need to be trained to 5 for the bonuses (they're so expensive to lose), but a lot of times people go all crazy with training skills to 5 and that's not necessary.
4. Don't forget to show info in-game on the character to make sure they don't have a corp history that's bad, negative sec status that they haven't posted about, etc.
5. Scams aren't allowed, and the $20 transfer fee is paid by the seller. So you can feel reasonably confident about sending the ISK and THEN getting the character, because if you don't receive it CCP will revert your ISK back when you petition.

Big tip - perhaps it was mentioned above.
Two important things.
1) Make sure the character didnt belong to a set of accounts that were botting. That could lead to some trouble - and there have been a lot of ban hammers dropped lately and people shedding accounts because of it.
2) CHECK THE EMPLOYMENT HISTORY. If the character was in goons at any point, it could cause future trouble. I myself purchased a character several years ago, and I didnt check. Joining corps after the fact was a pain and I had to explain that I was never in goons, that I bought the character as an industrial alt. Many didnt trust me, and wouldnt allow me to enter corps/alliances.

What do I care about sanctums? If I wanted isk, i'd just continue my current methods. I'm just looking for a character that can do all the odd content I haven't experienced, capital ships aside, and higher sp lends itself to that.

Suffied to say, if you're investing smart, that isn't a lot of isk for a year's work.

Take a look at this tool to get a feel for character prices: http://gemblog.nl/skill/
Go to http://eveboard.com/ and take urls of some characters and see what they go for in the appraiser.
It should give you a general feel of how much your new character should cost.
On average you should get about 70 mil more specialised sp for 15 bil or so. So with your isk you could get 2 high grade characters which should open just about everything in EvE to you.

Those amounts of money don't come easily when you do a "wage slave" job, they come easily when you let other people (preferably many other people) do most or all of the hard work and you simply skim a little from the top. Like, say, trade. But you have to KNOW what you're doing, or else you may end up losing money instead of making it. You can make that amount of money with a lot of effort as a "wage slave" though. It gets easier with slightly higher SP. But it still takes a lot of grindy time. Like, say, running high level missions. You can still lose money if you suck at it, but generally, it's a slow and steady income. _
