Declining an agent makes the agent in accesable ie " I have no jobs for you" speach. This may or maynot be as designed but locking a person out of the career agents and having to test the patition system is not good game play.
You making people use the help channel while good
needs to be scripted atlest the first time you do it.

It's "by design" but only for the moment. Ultimately, we want every part of the NPE (New Player Experience) to be repeatable. We've taken the first big steps towards that this release by removing the old "Crash Course" missions (non-repeatable) and replaced them with an epic arc you can run/quit/decline all you like.
It's a small thing, but it can mean a lot early on.

Will the academy be visitable by older players maybe in diffrent systems, without running the NPE epic arc, so greafers can not get in to the NPE one.
Might want to include the NPE epic arc on the main screen once and a while

The potential for grief is still there, but realistically, it's unlikely most griefers will try to mess with noobs in these dungeons. We've made it very hard to do so. The time to scan down the dungeons relative to the time it takes to acquire mission critical items is vastly in the noob's favor. It's also against the EULA to interfere with rookies in their starting system, so determined griefers still run the risk of annoying a noob smart enough to file petitions, and then getting themselves banned.
Long story short, we thought a whole lot about griefplay when it came to the NPE. A lot of the designs are a certain way to address this very issue, in fact. ,
The arc is advertised, too. You just won't see it if your account is older than the recognized "new player" age, which is 30 days.

Oh, and if anyone wants to see the academy dungeons, which are quite cool to look at,, then they can always spawn their own by starting the NPE themselves. Anyone can run it.

you could always create noob systems as Uber safe, where concord nukes you for breaking any rule... so stealing gets a conkordocken in noob systems?

Tryed accessing a NPE on my main on sisi.
With the NPE unsearchable finding an agent to run it is not straight forward.
Event agents are not searchable on the new agent finder.
Beginner systems are not listed either.
Systems visited in the star map was not working either on the testing alt I was using for this testing
Am doing forther testing
