What's the FBI got to do with this? The target network is in London and the attacker is most probably not in the USA. Also the IPs of the machines that attacked are totally irrelevant as they are random windows machines operated by unsuspecting users that have absolutely no clue. In fact your one could as well be one of them. It's not the botnet that they need to go after but the botmaster.
Well... for one... Lulzsec organization have a landline phone number (http://twitter.com/lulzsec) that led to Harrisburg, OH. I can assume that there are some American hackers responsible although we cannot arrest all those who are responsible, which is appropriate for FBI to handle this. The idea is to follow the trail whoever is pulling the string, although this doesn't always work. (It doesn't stop us from arresting hackers though.) It best to give FBI some tips than not to.
LulzSec are the same guys that did sony network, Bethesda, Senate.gov and even the **** FBI Friday. I never meant to say that FBI is not interested in them. Also FBI know that number (it's in the USA but today that means nothing, it could be skype, google or even just a virtual landline). What I mean is that this specific attack is not under FBI jurisdiction. Also the IP addresses of the bots in the botnet are not very interesting to FBI (they may be interesting to the guys handling BGP configs because if they have regional correlation future attacks can be easy to mitigate at tier1 as soon as they are spotted, but they are useless to FBI). Tier1 network operators are very aware of what happened and surely have plenty of logs and statistics of today DDOS rampage. There's no need for CCP to collect and provide that info. CCP's concern is defending their own ASN. Level3 (and their peers) are more likely to be the ones concerned with the problem at large. --- I don't know! Their phone number is probably ran through a VOIP like skype... you can pick any phone number that is available. They could be from/or at any location.

Which more than likely will lead to phony names, stolen credit cards, cell phones etc.
It's a fairly easy trail to follow. It might take time to clear the underbrush, but easy nonetheless.
