why is plutonium illegal in amarr/khanid/ammatar regions yet you need it to deploy outposts?
also why cannot it be produced using planetary interaction?

just haul it through low-sec, Freighters have too much hp to die to the average pirates before you get into warp or reach the gate anyway so there isn't really much danger. |

Better question, why is it illegal as a substance and not as a weapon of mass destruction.

Ammo is ready to use - to kill people, safe.
Not as ammo - could be used for anything up to an including killing people, not safe.

I don't get this safe unsafe deal, we use Nuclear Warheads on our ships, Torpedo's Explode to a 10km Radius. Thats Battleship Sized, I haven't seen a Citadel Explode but I bet it is big.
Bane Torpedo: An ultra-heavy unguided nuclear missile. Slow and dumb but its sheer damage potential is simply staggering.
So if it is not Nukes what could it be.
