So in the long-winded debate with fellow corp members we now have a tie-breaker. For too long have players who play the "RIGHT" way been mocked by exploiting dirt-bags in expensive T3 ships. The cheap, disposable and generally powerful drake is now the clear winner for low-sec and null-sec PVE, the magical notes of victory were spouted off in today's patch notes:
It is no longer possible to set up a ship to be impervious to scanning while uncloaked. It is no longer possible to set up a ship to be impervious to scanning while uncloaked. All I gotta say is "HAHA!" EVE was intended to incur risk when operating outside of high-security space, its supposed to cost ships. When you lose your Tengu either tonight, tomorrow, or on a very near horizon, remember Tom Gerard told you it was a waste to train those skills.
A Quick survey of corpmates suggest that they have wasted 2-3 MILLION skill points they will never get back on T3 hulls =) *suckers*
At cost of 20 Drakes per Tengu, it has an inferior tank and it's increase to DPS is marginal at best.

Yes, and to those skilled pilots who know what the hell they are doing, keep it up =)
The minority of players who flew the Tengu without exploits will shine far and wide compared to their FOTM sisters.

if you wanted a stronger tank and ****ty dps, why don't you just do a passive shield myrm?
i now declare training for a drake to have been a waste of time. the OP is a sad pathetic loser. what now

Not even remotely a troll, if you've paid attention to my long-term ranting, this is a central complaint, that T3 ships destroyed hunter-killer gameplay.
If your in local and not docked/cloaked your now at risk, the way it should have always been =)

It should also be noted that some unanchored stuff is still unscanable. For example if you drop a TCU in a safespot and don't anchor it, but forget to bookmark that spot you can't find it with combat probes, you can only scan it down and narrow it down using directional scan.
