You're as much in the right, as he is. In other words, neither of you really know.
But you access CQ by selecting the option to dock. This moves you from a space environment to CQ, both different codes. Are you saying that this is not possible from the hanger view?
In other words, space > hanger > CQ. All different codes, all enabled when selected.
Sounds like weak sauce, to say it's not possible tbh.

I support this very much. I'm no programmer, but I can't see how it would be impossible to design the environment such that you can dock your ship and then disembark from you ship as an option.
