Did the FBI actually just do something that involves law enforcement?
Chances are they are just out to set a precedent somewhere. It's always the same. They probably broke laws themselves doing this, but because it's a "scareware gang" that everybody would hate, then their procedures set a precedent.
And then who's next?

Scareware makers should be shot on sight with no remorse or chance for self defense.
*this opinion comes from someone who has worked in internet tech support and has had to deal with the BS of customers who can no longer get online until the scareware gets its CC number. or more correctly, their machine is logged into safemode and all the traces of the scareware removed.
Even worse is I once came across a scareware that actually managed to load itself even in Safemode.

My INCREDIBLY tech-savvy mother( /sarcasam off) once managed to install a rootkit scareware that bypassed every security measure on her computer. Every single program she opened, force-closed with a 'virus warning' and then loaded internet explorer with a link to enter CC info for a 'virus scan + software'.
Safe Mode wouldn't even boot. Win XP Home

That's what Linux boot disks are for. 
The exe for the malware is usually in All Users. Delete and you're back in business.
