First off to terraform a planet we will need water and lots of it. We could many trips from Earth to bring the water of life from Earth to the Moon or Mars. This would cost to much but would at the same time create new planetary craft and technologies. The best approach would be to send booster probes to the icy rings of Saturn and attach them to large chunks of Saturian icy chunks and then send them hurlting towards Mars. When the icey chunks impact Mars they will cause one of two thing to occur. First the impact will cause fault lines in the mantle to occur from the impact's. The second effect will be that when the ice chunks melts the water will find it's into the fault. As the water finds it's way into each of the faults a wonderous reaction will occur. The microbials that are present will react to the water thus starting their engines. The microbial's present within the ice chunks will then begin their work of creating base structures of other life through the interactions with the elements in the Martian soil. The next most important effect will be soil erosion of the water causing large masses of Martian landscape to move back and forth on the layer's water that find each other and create under ground beds of fluidfor the masses to move around on. Although the techtonic movement would be small at first eventually small fissures from the impacts and the erosion would find their way to the core of Mars. Water and soil would then find it's way to the core causing an increase in pressure due to water being turned to steam and the mass of the core increasing. The core would then release the pressure just like lava is released from the core here on Earth. As the lava races towards the surface the heat and elemental composition of the lava will further create fracture's in Mar's mantle that will allow for even more techtonic shifting of the plates as well causing the microbial to evolve to the heat of the lava flow in order to survive. Once the lava flow reaches the surface it will create new landscapes from which new plants will grow from. Ever wonder how a single seedling appears from the cracks of a lava stream? Such seeds are born in the infernal engine of the core of the planet. Once the lava has cooled the seed then begins to use the elements around it too create energy needed to break through the lava bed and into the light.
The lava burst would also add gases into the atmosphere that along with the melting ice and the ice that turned into a gas during the entry of the icy asteroid would combine into an atmosphere similar to that of Earth.
Mars was at one time just like Earth. Lush and full of life. But because of a great eruption of solar flares from the Sun the solar flares destroyed the surface habitat of Mars instantly evaporating any water that was on the surface. Without the water on the surface of Mars creating a tidal flow stated above the plates stopped moving thus slowly allowing the coldness of space to find it's way into the lower depths of Mars whee the underground water froze and stopped techtonic movement. The ceasation in the plates moving then blocked new material from falling into the core that caused volcanoes to be formed thus renewing the plate movement and life itself.

So why did Mars die? Because the surface water evaporated.
All that needs to be done to restart Mars is too hurtle marge chunks of Saturian ice at it to get the planet's engine started again.
Here is a new device that would be a good experiment to test on Mars. Its called a Starter Tube. The Starter Tube is a piece of bio-degradeable tubing that is designed to the exact depth that a seed needs to be planted as well as the exact size of the seedling +2%. The seedling is placed into the tubing with nutrient rich tissue paper wadding packed into the tubing. The tube is then buried in the soil. As the tubing begins to degrade due to the chemical interaction between the tubing and the soil the nutrients are released so that seed can begin to germinate. As the seed pushes through the tissue paper which is providing a resistance the restistance tells the command center of the seedling that more energy is needed to create stronger fiber strands to push upwards. The command center of the seed then directs the roots to dig deeper to find more of what it needs in the soil to convert into energy for the seed to grow.

This type of tubing can be used here on Earth in places like Africa to create new fields of food for the starving plains people.

On Mars each tube would require a water source to provide the oxygen necessary for the seed to grow. The water used to water each seed would also be the smallest fissure creator that would help assist the facturing of the mantle so that plate techtonics could occure.
If Mars core is still active at all life can be created just as in on Earth. As can any planet in the Universe that has an active core.
The key to life on a planet at the surface level is.....just add water and let water do the rest.

Mars has all kinds of water. It didn't dry up, something collided with it, leaving that massive gash on it, and phobos is probably a remnant of whatever it was. Go and look at any color pictures of Mars, you can see massive icecaps at both poles. There's also ice that's been found by the rover in other areas.
An interesting thing to note, is that there's been measured melting of the icecaps on Mars, probably due to sun changes. Every planet in our solar system is either warming or glowing brighter. Mars may terraform itself if we just wait for everything to melt. Kind of like Total Recall, only without the confusing plot and triple breasted woman.

Mars would have to have alot more water on it in order for it to terraform itself. With a large burst of a solar flare from the sun the surface of Mars could have been completely evaporated in an instant just like a nuclear blast completely destroys everything in it's path. Mars might have caugh the drunt of the Solar Flare while Earth received only a marginal amount of radiation which might have brought the Earth out of it's Ice Age
Basically the missing water on Mars creates a system of renewal. The water finds it's way into every nook and cranny. But the most important part of Mars that the water would need to find is the core. When water encounters heat the waters evaporates at a high rate. When inside of the core of Mars the water evaporating as such a high rate would create pressure on the interior of the core's shell taht would fracture and allow the build-up of core material to escape to the Earth. Once the core material escapes via volcanoes the immense release of molten material reshapes the land both taking and adding new life.
Think of Mars like the engine in your car. As long as there is fuel in the tank, which in this case would be large amounts of water, then the engine continues to power the vehicle, which again in this case would be the renewal of life on the surface of the planet. Without the fuel in the tank the vehicle just sits there not going anywhere.
The same is true with Mars. The water tank that is meant to fuel the core of the Mars is empty. All that needs to be done to start Mars' engine back up is too add large amounts of water. A large amount of water that is present in the rings around Saturn in the form of icy asteroids.
I think that the feat of such a challenge has been placed before humanity by the Universe and we should strive to meet such a challenge for the betterment and continued existence of humanity. An existence without war like is seen on Earth because of over crowding.

Actually, the problem with mars is not water, it's gravity. Mars has considerably less gravity than earth. In fact, it does not have enough gravity to hold it's atmosphere in a properly density for life to evolve. Any atmosphere it used to have when it was a much younger planet, drifted off into space, thus the planet died out. Had mars had more gravity, we would probably have martians as our next door neighbors. ( until the point where we start firing nukes at eachother )

Mars doesn't have a planetary magnetic field. That is more important than water to get life started. Without a magnetic field, the solar wind kills everything.

This. Mars core is pretty much cold and thus mars has a lolcrap magnetosphere. In order to make mars sustainable the solar radiation problem needs to be solved.

Gravity. Do you realize how much fuel it would take to lift water/ice out of Earth's or Saturn's gravity well?
The commercialization of space isn't going to happen until we get something like practical fusion engines for power and propulsion.
