I might not notice (well, probably won't, as my main is already gone, and this one's running out), but someone will.
How long did it take for the implications of the moon-mining scandal and subsequent changes to be noticed, and actions taken in response? (if you don't already know, that would be "quite some time before it was deployed", so negative time)

Ahh, total comprehension failure. However, I'd be fine with removing PLEX just because so many people are incapable of understanding economics.

Math is my job irl, here it is for you cut down to it's most basic: Instead of PLEX you spend the money on a P2W item through AUR (which is still bought with PLEX) There is no f***ing math here. Just a simple statement. If you had players with the money before, they still have it now. The difference becomes the loss of Ingame development by the carebear crews, who will now not be able to buy as much plex with the isk they make, and who will be making less as demand for the items they sell drops.
In essence, this gets rid of carebears and makes the game a P2W PVP game. There is nothing else going on here. (And thats assuming they put cool P2W mods on the market.)

How about P2L. Pay to loose, really cool looking ships, that are worse at everything than the current cheapest ingame versions, as well as mods that are also worse?

Given that all they've introduced thus far is "Pay-to-prove-you-have-more-money-than-sense" and it's already got a substantial chunk of the playerbase up in arms, I don't think we need to worry about them sneaking pay-to-win in under the radar.

Yeah, because it's not like the majority of EVE players live mainly in hisec, supplying the needs (be they hisec mineral mining, or LP store BPCs/items, or just mostly-safe manufacturing or whatever) for the comparatively few players who are pretty much all PVP, all the time, or the larger minority who mix PvE and PvP. Oh, wait...
You might think that cutting loose the carebear fat and leaving just a PvP core is a great idea, but frankly the majority of CCP's subs come from players who spend most of their time in hisec, engaging in hisec activities and relying on a competitive market to turn those activities into profit. Cash4Win offers the opportunity to write them all out of the equation, which will lead to a few adopting Cash4PvP and a lot more dropping out entirely.
