I do not believe eve online has any bugs like this. If that was the case I trust they would be fixed before useless content was released

Thats a graphical bug with infinipoints which CCP are too incompetent to fix as it has been in game as long as HIC's have.
The cynoing titans in is linked to something CCP did when they modded the Devoter Hull and is actually allowing capitals where they shouldn't be.

I have tried that with a nyx (buy one on market on test in high sec, undock and flag). The thing with concord is they don't "attack" you, they just reduce your health to -1. basically, they one-shot you regardless of ship

Reimbursment bug - been there for a long time, like high-sec carriers... The exact same thing. It'll get moved, or he'll just move it him self.
No proof of cyno. And reimbursments of caps to high happen from time to time.

How much are CCP paying you for that damage control attempt?
When the Devoter was remodelled they ****ed up the can launch bubble / cyno details. Same as they went and screwed up launching bombs and bubbles in low sec (hotfixed before incarna 0.1 went live thanks to the expose of that 'feature' during the patch day downtime. This is a more obscure bug and got in unnoticed.
Feel free to believe what you like however. When CCP do reimbursments they do not go spawning goddamn titans on the undock in trade hubs.

People on SiSi were talking about throwing up bubbles from HICs and warp disrupt probes in lowsec (and highsec) weeks before incarna, too. Just so we're clear that "hotfix" here means "oh **** we forgot to fix that".

I wish this was legit, but...I'm skeptical. Even so, I don't believe any of us had to see a titan in hi-sec to know just how fail CCP really is. (Also, for good EVE humor, at the expense of CCP, check out Perpetuum Online. You'll see. xD)

Probably won't make it to 2012 as a usable game at this point.
Of course, it'll limp along for a while - the only finally announced SWG was shutting down a few days ago, though it's been a zombie since 2005.
After CCP gets rid of everyone that cares about where the game is going (which is what they're doing now, perhaps intentionally) Eve will be a casual game.

This is a horrible tragety, A highsec titan, and goods forever lost!
But in reality: titan pilot broke the rules and exploited. Will be dealt with. The losses will be reimbursed. No harm done, except a cool/funny/unique event.
But hey, lets all hate on CCP some more, its the cool thing to do! this bandwagon is pulling all stops until it reaches my toilet.
