The Change
Orca Ship Maintenance Bay from 400 000m3 to 450 000m3
Reason
To facilitate low sec ice mining by allowing three Mackinaws to be stored in an Orca. This enables miners to swtich to combat ships should the need arise. (3 cruisers or BC, cruiser, frigate)

I dont think the games allows you to switch ships with an orca if someone has a lock on you.

I applaud your revelation. If combat and mining could be opted and augmented via orca, there would be not only more low sec ventures, but a more focused progression into null.
Imagine an active group of six to eight venturing to low sec to not only mine something new, but give them the thrill of combat, win or lose, and the small business man wins, and the market wins, and null sec gets more populated.
The gap between empire and null needs filling.
This would be a great first step. |

This doesn't seem like a very important change, but it enables a lot of things that were previously unavailable.
I have seen only 2 people mining in low sec (they happened to be together) in my time of wandering around the fringes of the empires. What this change allows is the ability to go to low sec with a greater sense of security without having to have extraneous people just for pvp doing nothing.
High sec provides that sense of "i'm completely safe", while low sec a lot of miners view as not an option because of their perceived risk oh being blown up is much higher then the increased income they could be making. Even if they made low sec worth a lot more then high, risk vs reward is not linear; to lose that feeling that i'm 100% safe to 99% safe costs a lot, where as 15% to 14% costs very little extra reward. What needs to happen to change that is
a) the player base needs to start suicide ganking barges and orcas more, and not just during special events, to rid the perception that high sec is safe
b) the miners see there is a viable way to defend themselves by not having to warp out as soon as someone shows up on local.
This brings more people from highsec to low, + for pirates more people in belts and not guarded by gate guns, + frigates, destroyers and solo pvp, access to better ore, no need to warp off from people just passing through, + for miners
