Wow a lot of speculation going on, even though it was clearly explained at fanfest.
The new nebulae shouldn't cause a performance hit on even the minimum of spec machines. As a rule of thumb, if there's no difference in FPS between wormhole space and New Eden, then there will be no FPS loss for these new nebulae.
The skybox is only getting a higher resolution texture, that's it.
The talk about the nebulae being a 3D model is for CCP to use to make those higher resolution textures. CCP can place the New Eden cluster (Think 3D star map in game) in that 3D model of the nebulae, to accurately map what you would see in a 360 view of each solar system in New Eden. They then use that information to accurately produce the textures for the skybox in game.
tl;dr
The 3D nebulae model won't be in the game, only a high resolution 2d portrayal of it. The textures should be a similar resolution to the wormhole space skybox textures, so no performance hit at all.

new models, not new effects
Have you played the game at all? The turrets have been remodeled and the actual firing effects are different.
You may be mistaking the NPC firing effect for new effects. Previously NPCs would only use one type of crystal or ammo, whereas now they use a variety. For instance, Sansha missions are no longer yellow blurs. Now they are super gay rainbow missions.
Seriously though, love that NPCs use different ammo now.

I could care less about any other improvement to the game other than this topic. I've been waiting anxiously for this change and would love any kind of info or confirmation that they're still moving forward with the idea. The morsels tossed to us during fan-fest are no longer tiding me over, I WANT TO SEE SOMETHING NEW NOW! Please, please, please, can we get a dev blog or something on the topic?

I'm pretty sure they're new. Lasers look far more colorful and pulse lasers look better than they uses to, plus they can almost cause an epileptic seizure :D
Autocannons rapid fire now. Tractor beams also look better.
I dunno, I could be wrong but I don't remember any of these things looking like they do now in the past.
i'm pretty sure there is a lot of new effects: - sentry drones - never seen their shots. - rogue drones: now T2 drones have guns onboard and shoot by blue beams when T1 drones have no guns (not sure here).

From the interview posted on the eve website by tactical gamers it seemed like something was going on with nebulas, they might get slated for an earlier release then the end of the year. Although we ofcourse shouldn't hold our breath.
From what I understand these nebulas would be visible as "continuous" background that span regions, making a region or series of jumps fade into other nebulas as you progress from one starsystem or region to another.
This would improve immersion and make you feel that you are going from one place to another not just from one system to another. The idea is nice but I guess we'll have to wait until CCP says something more about them. - Hilmar getur ekki tala= vi= ¦ig n·na, hann er a= fara ß japanska Tfskuverslun.

They are not 3D objects or better said volumetric effects as some mentioned. Although, they are created though volumetric/fluid dynamics in a 3d software, so they will be true 3D renderings/images instead of the photoshop work we have now.
BTW I can see the seam of the skybox in some systems very immersion breaking, so yea it is broken.

CCP hired movie special effect guys to render these things.
Oh, this is great! If they only put this single feature into a new expansion for me it will be the best since Apocrypha.

Zoom in on your strip miners. They now have a large central laser with two small yellow guide lasers rotating around it. You can follow them all the way back to the turret and see the rotating devices they come from. It is quite nice.
Maybe they have not finished all of the improvements to the effects, but they have certainly updated effects. Salvagers and tractors are obvious examples as well.

Well that¦s the million isk question. What if they are?
ATM we have no fricken idea how they will be actually rendered in game!
Obviously just making them volumetric effects constantly being rendered will probably make the current EVE-space client just a performance nightmare as Incarna is.
Or will we get a resource saving "wallpaper" like we have now, but that is simply rendered "on the fly" whenever we jump to the appropriate spot in the cloud.

they are not. Making it volumetric would require a completely different approach (procedural data, since real 3d data would never fit on your harddisc etc). What they do is to stick with the old skybox/dome/whatever but add higher res textures into it. This has been said already, read this thread or watch the fanfest vid.

I did, and I don¦t remember the DEVS stating anywhere how the client is going to cope with all the funky new nebulas. It was lots of talk about pizza boxes and movie rendering.
If it was that easy as you guys (Logan and you) are making it out, we would¦ve had a 100 or so gig patch of funky new skybox jpgs, a different one for every single system, for months.

CCP Soundwave(I think) stated in the last Dev interview that upgrading them is exactly what art is doing right now. The ones that aren¦t drafted for Incarna. Thank you again Incarna.

Applying the finished skybox jpgs (as you say) to the game client = Easy. They did it in Apocrypha with WH space.
The hard part, and what we're currently waiting on, CCP has outsourced to a special FX company which is actually building a 3D representation of these nebulae in all their glorious details. With this 3D model complete and rendered, they can do some technical wizardry to accurately create pictures of these nebulae from the perspective of each system in New Eden.
Like I said, taking the pictures is the easy part, what's taking so long is CCP building the landscape to actually photograph in the first place.
EDIT: Check out the EVE is Real trailer to see an example of the higher res space background.

Joining the 'No, they won't' bandwagon.
They will still be 'wallpapers' in a cube map, just with immense depth to them.
As you warp from one end of a solar system to another, the background will not change or have parallax in any way.
The minute you jump to another system, that's when the background changes - and it will reflect the proximity to Nebulae, so you could keep flying towards a Nebulae and it will get visually closer.

Oh jeez. "Only" been around for 6 years but I hardly even remember the "old" backgrounds. I dimly remember the current ones where quite an improvement though. Eve is old.

Actually isn¦t that the way it should be? AFAIK a solar system is so vanishingly small that it doesn¦t matter where one is in it, when observing intra galactic objects with the naked eye...
Though I could be wrong. Anybody with actually a clue who could pipe in?

Does the static background of a door give you a performance hit?

That's a good argument. I was just googling a bit around and these nebulae are huge indeed. For example. Crab nebula: 11 light years in diameter; Orion nebula: 24 light years in diameter. The smallest I've found was 0,4 light years and the largest even 500 light years.
Distance in the solar system from Sun to Pluto is 5,5 light hours = 0,0006 light years. So, Crab nebula is more than 9000 times larger than the solar system which means: When crossing a solar system such nebulae look almost static.
The density of dust particles in those nebulae is also extremly small. It's not like flying through a cloud in an airplane. It's just the mass and size which makes them visible at large distances at all.
When jumping to another system (several light years perhaps) the view could change significantly, maybe the destination is even on the other side of the nebula.

Their are more improvements to the weapon effects coming. You will be able to see details like shell casings of projectiles and hybrids flying out of your weapon as it fires and other more detailed effects as well. There will also be an option to turn the level of detail down to improve performance.
Definitely looking forward to the new nebulae. But what I would really love is if the Genesis Region got a little lighter. That is where I usually hang out and it is pretty gloomy compared to other nearby systems.

Just a funky side note, the Eve is Real trailer actually shows off the new nebulae in the background. TBH, thats really the only reason I watched that trailer, it really is lol-worthy how inaccurate it is. Case in point; long range fleet see's incoming interceptors, drops Warrior II's, pops them. Then everyone gets capital blobbed by Red Alliance.

Anyway going back to watch it again to pay more attention to the nebula background.
