HEy guys I need your help cause this is soo annoying
I have a new PC and after installing everything, I started
to download EVE, but this stupid server error 403 wont let me
download the game..
So I was wondering have I done something wrong while instaling drivers or OS,
or that error is just a temporary glitch on a servers ?

1st things first.
Is it Mac?
Is it Windows version?
Get right NAO in to Microsoft site and DL the latest version of Net.Framework (V4 last time I've checked)
Open and create exclusion on your hardware firewall like Box's or Routers having those, same on windows firewall, same on your AV for CCP.exe or create dedicated port (you can find those with ccp costumers service)
ALWAYS reboot your PC after this kind of update.
You can also DL CC Cleaner from Piriform.com witch is one of the, if not HE, best HD/registry cleaner.
Once you restart wait to see if your drivers updater has any request, if not use your CC CLeaner to clean your registry from dirty useless stuff.
GO ahead, you shouldn't have any issue with 403 error after this. -means you have minimum knowledge in software and you are capable of test your internet etc- if not ask some friend to do it with you.

Its a Windows OS, and I have done only updates for Windows, and latest updates for hardware.
Havent instaled framework.
I will done everything you told me to to and see what will happen

If you are using the windows firewall make sure it is allowing connections from the CCP D/L server.
It's not very informative and causes quite a few problems through it's lack of letting you know when it's blocking something. Although I admit I haven't used it for some time and it may have improved by now.
Worth a look just to cover your bases.
