Having had to listen to yet another arguement on local channel of someone stealing someone elses ore and been the victim once along time ago. But belive in if you leave it unguarded you deserve to loose it.
As it stands atm i see little someone can do in an high end secuity zones where players are group mining and someone takes there ore, commonly its a new player who knows no better and it working on the idea "if they dropped it they dont want it" and will often say sorry and move on. But sometimes it is someone who intends on stealing and more often or not results in a slagging match over local channel where is it me or does the suspected thief always start calling his victims ***?
So i thought... Why not have Secure Cargo Canisters? for sale on the market people could dump there tons of ore into these containers for there gang member friend in there industy to pick it up. But if any non gang member removed an item or items from the canister it would flag them as hostile action. in high secuirty zone summoning the police to take action and in lower secuirty zones allowing rightful owners to fire on thiefs without threat nor penalty.
By having the choice of a secure or unsecure canister players can risk there ore, or try and secure it That way Lawful Players can be reasonably sure there ore is safe if guarded and grief free no matter where they are. And UnLawful Players can still steal ore but with suitable consiquences.
Feel free to submit any alterations to my idea as you see fit

You can purchase secure cargo containers with a locking device. The draw back is these containers are small and do not have the 27,000m3 capacity of the jettisoned container.
There are many other threads with options to help prevent ore thievery in space. û Check out some of those threads for nice alternatives.

Lol yet another miner who wants no risk to thier venture. "Secure my jettisoned cargo!" "Let me attack the guy who just took the stuff i threw out of my ship!" "waaaa waaaaa waaaaaa"
Here's my take on cargo can theft.
"Let me attack the dang miner who is stealing ore from my asteroids! Thier mine I tell ya! Mine! I just havnt gotten around to taking it back to base yet!"
