So here's the deal. When I first started playing 2 years ago, I was able to use my debit card/paypal to pay for my account. I left for various reasons after only playing a few months, but now I've come back. When I restarted my account, I was unable to use my debit card. It seems that Eve bills from places that my bank has specifically had fraud issues with (thanks Europe) and so it automatically denies any purchases made to those place to "protect me". This left me with paypal, and I was able to get my subscription rolling again.
Today, I wanted to buy a few plexes so I had them ready for when my time is up. My two options were my debit card (which I can't use) and .. .. Web Money? Can't use Paypal apparently, which I really don't get .. but when I type "web money scam" into my google bar .. I get some hits. This somewhat distresses me.
Has anyone used this Web Money thing, and are they legit, or is this something that should be avoided?

not quite sure what you mean by web money, but you can always use your debit card to but game time cards from a reputable distributor (like battleclinic)

Yep. Just buy a GTC from an official reseller and convert the given timecode into plex through the esc menu.
Edit: those let you use Paypal.

Webmoney http://wmtransfer.com/ is where Eve sends you if you're trying to buy a Plex through CCP. I didn't know BattleClinic sold them, and I got what I needed through them with no problem .. so i'll just do that in the future. But really .. this is WebMoney's Japanese site .. would you give these guys money? http://www.webmoney.jp/ I sure wouldn't :P

strange that CCP redirects you there, but I ASSUME they are just another GTC seller. GL and be safe out there!

That Japanese thing is something else entirely and is not related to Webmoney. I used to pay for Eve with Webmoney a couple years ago, but it turned to be signifficantly more expensive, so I switched to a card. Did something change since then? Anyway, you should try buying GTCs from whatever retailers are available to you, that seems to be the most popular way.

Talk to your bank!
Holy Deity, if they block a transaction which you want to go through, phone the bastards up and tell them to authorise the transaction!
