Hey just want to run a fitting by some people, for use solo/small gang
Looks good to me, just need to fill that last med slot with something:

T1 mods on T3 ships buuurnnnsss eeyyyeeessss.
There are plenty fits on battleclinic - try searching for some there. There is nothing wrong with being imaginative - but I think you would benefit from watching others' working fits to get you some form of reference platform.
317 DPS on a T3 (without anything useful like cov ops etc) is simply very low. A brick with cloaking, ranged repair etc can still be useful. A brick with low DPS on the other hand...

Fill all your damned slots.  A second web, cap booster, or ECCM would all be decent choices.

And be sure you have armor compensation trained at elast to 4

no t2 skills?
If you are low on cpu put faction balistics,and/or named web/points. If you are low on skills then buy a sacri instead

Use the empty mid slot for a target painter or dual web if your using HAMz
Also dont forget faction ammo as well as must have a minimum of T2 mods throughout
Armor compensations at least to level 4
More SP deffo needed

Swap one of the energized membranes for a damage control. Pretty sure it'll end up giving your more effective hitpoints than the t1 eanm.

Very not good. 
As previously said buy a Harbinger. It's cheaper and does way more DPS. Then look at the Legion when you've more experience.

Dude, don't get into a T3 unless you got the skills. Do not forget the player skill either.

Um..... my cloaky legion does more DPS than that, with a better tank. Yours is non cloaky and... well... noneffective. Since youre actually planning to PVP in a T3, im going to assume that youve sold plexs or had a previous life as an industrialist and have more ISK than sense, so money for mods isnt your issue. Assuming thats true, id wait for more skillpoints before moving on to T3s.
