A couple of places.., though I think that the Goonwiki might just suffice.

so let get this straight.
If i see some random bloke with -5.0 security status is say a .7 system, i can just up and blow him away WITHOUT concord blowing me up?

Absolutely! That would be an action filed under 'nicely done' by any a highsec administrators office. Podding is a different story though, so, make sure you know what you're getting yourself into before going all gun ho!  |

If your in a cheap ship, and you have positive security status, I say pod away. Especially if your a carebear mission runner as you make up that sec status pretty quick in normal mission whoring mode. Mine as well have a little fun and make someone elses day horrible if you can and teach them nasty pirates what a carebear can do with it's dreaded carebear stare

If someone is -5.0 or more, you can pod away! eaven in highsec. Google it, easy way to see that im not lying.
