I'm fairly new at this but have been looking everywhere to try and copy a BP. I'm staying in high sec because I have almost no combat skills and the thought of losing the BP trying to get out of empire doesn't appeal to me.
Are there really no slots available in high sec?

The wait for slots in high security space tend to be really really long and they are rarely free for more than a few seconds once they open. If you want dedicated slots look into setting up a personal POS or venturing out into low security space. |

Publicly, no. Probably not. You could find some in Low sec perhaps but doesn't sound like you want to do that.
The way people research/copy BP's in empire is with POSs. Either you buy your own tower and figure out how to do it, or you find someone else to help you out. Many corporations do this for their members.
You have a few options:
- Get a POS
- Find a corp/person with a pos that will do it for you
- Get in a corp that has a pos
- Go to low sec
- Find a system that has low que times and que your copies

Copy slots have been that full for years, its never been scaled with the increase in number of pilots playing the game. POS is your best bet, unfortunately they can cost a fair bit to run and if you just want it the odd copy a waste of time.
I'd queue up your BPO's and then spend the next month doing something else; missions, mining, incursions or PvP. By the time they have finished you will have decided that you don't want to do it and move on :-P |

I think the tool you need is http://evemaps.dotlan.net/.
I didn't know about this when I started. But dotlan is a god-send (hey, I'm Amarr - I can say that.)
Click on the region you're in. Then, at the top right, you'll see a drop-down list. You can click to show how many jumps to a system recently. Or, how many ships have been killed there recently.
If you find a system (with copy facilities) in low sec that looks reasonably safe, then click on the system itself in dotlan. This will give you a TON of statistics. You can see when the last jump was in system, even see the killmails for that system.
Nothing is certain in Eve, but with this tool, your chances of getting caught in a gate-camp are near-zero.

There are little pockets of low-sec that are nice and safe for research, I've done loads of ML research in 0.4, very cheap (can't remember the price as it's a little while ago) and usually very available.
I didn't look at Copying as I wasn't doing it, but have a look around, fly around in a rookie ship, if you're that worried about getting a ship / clone blown up, create an alt to scout around, you'll lose nothing. See how many are in system, how many sit on the gate, and whether you get shot at if you hang around on the gate instead of warping straight away.
I was a little nervous the first few times about running BPO's into low sec, but there's plenty of options, a covops, fast frigates, interceptors, all should make it a bit safer to get in.
You can always bookmark the station you want to dock in from outside the system, so you don't have to worry about looking through the list of stations when you get into the system, just right click in space, select your bookmark and dock.
