I have now several times seen people raging in threads about their skills not applying.
At no point do they mention what skills, whether it is permanent or happening sporadically.
I have seen no CCP post regarding this. Does anyone have any other information that can flesh out this topic for me?

òThis will be addressed in a future release. Currently you can apply a workaround which is to relog in a station or Log off in space, wait until your ship gets removed from space and then log back in.

So there is no information of what skills, and it does happen sporadically?
Linking that is of some help, but doesn't really answer my primary questions.
From what you linked, my assumption would be that skills randomly do not apply to the ships as you get in and out of them and use them. Is it just the actual ship skill, like Recon V? Or are other skills involved.

Ones that I've seen CCP confirm are drone skills and scan probe skills, but I may have missed some comments with the volume of threads recently.

there is also an issue with jump clones and skills and with skills on ships in general.
Not as flawless a patch as was claimed.

Yesterday morning my full flight of mining drones II pulled in 520 m3/circle. 
Yesterday after downtime they pulled in 312 m3 as they should.
Something is still buggy there.
